Western world, led by our
own government, seems to
have preserved the PLO,
possibly to fight another
day," declared Arnold Fors-
ter, general counsel of the
Anti-Defamation League of
Bnai Brith at an ADL Food
Industry Division dinner
Saturday at the Grand
Hyatt Hotel. "This mishan-
dling of the Lebanese
tragedy may well serve to
prevent the very peace that
everyone seeks in the Mid-
dle East.
"The PLO armies," Fors-
ter said, "were decisively
defeated in their confronta-
tion with Israeli forces.
They would have been fi-
nally destroyed had we and

others in the West not suc-
cessfully come to their aid
with all the political pres-
sures at our command. Now
with the encouragement
and support of Arab na-
tions, a grinning Arafat is
kissing babies and portray-
ing himself the victor
against Israel.
"He is the hero in Morocco
at the Arab League Confer-
ence called to plan the fu-
ture against Israel. His
ridiculous charade is being
accepted by the Western
world and warmly
applauded by Iron Curtain
countries.
"But it is a provoca-
tively false and danger-
ous stance, one that can
serve only to harden op-

Forster continued, "So
blatant was our protective
attitude, it actually led PLO
leaders to hold out for weeks
longer than otherwise. This,
at great cost in human life
— because of the deliberate
PLO tactic of situating itself
in hospitals, schools,
churches and residental
buildings.
"Persuaded that we
would protect them against
ultimate defeat, they be-
lieved there was no reason
to surrender. As a result, Is-
rael intensified its bombing
of PLO-held west Beirut
until the terrorists finally
understood that no matter
the outside pressures, Israel
would not tolerate Arafat's
forces remaining in Leba-
non's capital city.
"Even then we stepped in
to stop the Israelis. But
Arafat at long last had rec-
ognized his predicament
and the urgency of leaving
Beirut. So in we came again,
this time to promise the
PLO that if it pulled out, it
would not be humiliated;
that it could retain all its
sidearms and machine
guns, and thus' withdraw
honorably.
"Now, too, we hastened
to add, it was unneces-
sary to surrender di-
rectly to the victorious
enemy; it would suffice to
deal indirectly with a be-
nign middleman from the
United States. Finally, we
said, you do not have to
suffer the acceptance of
even the ordinary written
terms of defeat; no pap-
ers to sign. Just go, sig-
naling 'V for Victory'
with your fingers and
shooting yotir repeating
rifles in the air.
"Handling the Lebanon
problem in this way," Fors-
ter charged,"Made it clear
that the free nations, our
own country in the lead, had
helped encourage Yasir
Arafat. We had been led to
believe that virtually
everyone in our world
wished to see the end of the
PLO murderers and that all
wanted the Arab terrorist
movement destroyed
militarily and politically.
"Even in Lebanon they
were misled. I was in Beirut
during the shooting and I

talked with many Christian
Lebanese military leaders.
To a man, ,they expressed
shock and disbelief at the
West's harsh criticism of Is-
rael for liberating them
from PLO tyranny. Without
exception, they were out-
raged that we were saving
the unspeakable PLO from
the end it so well deserved.
Why did it remain for the
Jews of Israel to come in and
save the Christians of
Lebanon?"

Shofar. Shortage

HAIFA (JNI) — Opera-
tion Peace for Galilee has
produced an unexpected
shortage of shofars for the
High"Holy Days, due to the
extended army call-up of
shofar makers.
The Israeli shortage is
especially acute since many
extra prayer services will be
conducted for Israeli
soldiers in field synagogues
in Lebanon.
Some 3,500 sukka kits
are also being sent to Leba-
non, including all materials
necessary to construct a
sukka, to avoid despoilation
of the Lebanese coun-
tryside.
