We have cautioned the Arabs indi- vidually and (as a group) against the danger threatening the south of Lebanon and all of the coun- try . . . The Lebanese cause was neglected and given up by the Arabs who kept turning their back on the proposed Arab joint strategy submit- ted by Lebanon on every oc- casion. We have always been confronted by a Syrian re- fusal, the Syrians having set up obstacles -in the fact of any positive solution with the government of Damas- cus. We have always called upon the Palestinians to re- frain from their irregular practices which have gone so far that they were consid- ering themselves masters of Lebanon and free to do as they pleased with Lebanese land and the lives of the citi- zens." PLO Rejection "The Lebanese govern- ment has proposed to the (Palestinian) Resistance that the army enter Beirut to assume control and col- lect arms in return for Is- raeli withdrawal. However, the PLO told the legitimate government that those who are unable to protect Ba'abda Palace are un- worthy and cannot be trusted to take over in Be- irut. "I also informed the gov- ernment that any call to put down arms is completely re- jected by the Resistance's command . . . We will not put down arms until Leba- non, Palestine and all other Arab territories are liber- ated." —Statement by PLO offi- cial Salah Khalaf (alias Abu Iyad) to al-Qabas of Kuwait, June 17. Stevenson Says Anti-Semitism Charge Unfair CHICAGO — Adlai Stevenson III, the Demo- cratic candidate for gover- nor in Illinois, is claiming he is the victim of a smear campaign accusing him of being anti-Semitic and anti-Israel. The former U.S. Senator believes the smear tactics have been instituted by per- sons linked with Gov. James Thompson's re- election committee. Steven- son made the charges dur- ing an interview on a Chicago radio station Sun- day. Philip O'Connor, Gov. Thompson's political direc- tor, denied that there is a smear campaign and said that one Thompson volun- teer, who had indepen- dently circulated leaflets questioning Stevenson's re- cord on Israel, had been dismissed.
