The first state law to protect
Jews from unknowingly
buying stolen Torah scrolls
has been signed. for New
York by Governor Hugh
Carey to take effect Sept. 1.
More than 150, scrolls
have been stolen in recent
years in New York state.
The new law requires a
merchant who regularly
deals in the sale of scrolls to
provide buyers with a
document which discloses
the identity of the person
from who'll the merchant
bought the scroll, and by
what authority the person
has sold the scroll to the
merchant.

police department is se-
verely understaffed. How-
ever, even if there was suffi-
cient police personnel it
would still be impossible to
guarantee the absolute
safety of all the Jewish in-
stitutions and all the mem-
bers of the Jewish commu-
nity which numbers about
12,000, he said.

ammunition in the midst
of camps, villages and
towns."
Aridor showed another
document, dated May 28,
1981, issued by the PLO's Al
Fatah headquarters in Si-
don, Lebanon, declaring, in
part: "The built-up areas in
the town of Sidon and sur-
rounding villages are excel-
lent areas for shelter. The
trees enable complete
camouflage and conceal-
ment for vehicles and per-
sonnel. Positions should be
taken up in the built-up
areas -in Sidon, the refugee
camps and villages."
`Israel, Aridor said, "seeks
not one inch of Lebanese
territory. Rather,. we look
forward to the day when we
will sign a peace treaty with
a free and - independent
Lebanon. And let us re-
member this — Every Arab
country that signs a peace
treaty with Israel thereby
removes itself from Soviet
influence."
