Percy Receives Begin Apology WASHINGTON (JTA) — A spokesman for Sen. Charles Percy (R-lll.) said the Senator has received a letter from Premier Menahem Begin of Israel apologizing for rebuking-- -- him for allegedly urging President Reagan to bring Israel to its knees because of the situation in Lebanon. Begin's letter, according to the spokesman, said that the premier accepts Percy's avowal that he never made such a statement.
