is voluntary. It cannot be
made so by the cruel device
of telling them that they are
allowed to brand them-
selves as pariahs by leaving
the classroom, or by staying
there and remaining con-
spicuously silent."
But Siegel asserted
"there has been a long
tradition of including
some form of public
prayer in the public
school." Sen. Jesse
Helms (R-N.C.) declared
that the amendment
"does not impose prayer
on anyone. It does not
force any child to par-
ticipate or even listen to
prayer."
Sen. Howard Metzen-
baum, (D-Ohio) declared
the proposal would "do vio-
lence to the time-honored
recognition of the separa-
tion between church and
state. It is very easy to wave
the flag and it is also very
easy to be moralistic and
emphasize religiosity. You
don't create morality by
having prayer in schools."
The Rev. Dean Kelley of
the National Council of
Churches said the amend-
ment, proposed again by
President Reagan in May,
was "unjust, unwise and
unnecessary." He said it
would make "the rights of
members of religious
minorities dependent on the
self-restraint of religious
majorities."

override a 1962 Supreme
Court decision which
banned prayer in public
schools as a violation of the
First Amendment's" ban on
"establishment of religion."
Robert Dugan, Jr. of
the National Association
of Evangelicals testified
that, on different days,
"you would have a
Jewish child praying to
the God of Abraham,
Isaac and Jacob, you
would have a Roman
Catholic student praying
in the name of the Father,
the Son and the Holy
Ghost, you would have an
evangelical student pray-
ing to Our Lord and
Savior, Jesus Christ."
Representatives of the
Southern Baptist Council
and the Lutheran Council
also testified against the
proposed amendment.
On Tuesday, President
Reagan told a Catholic
audience that he was in
favor of the proposed
amendment, as well as tax
credits for private school
tuition.
The President was speak-
ing to a national meeting of
the Knights of Columbus in
Hartford, Conn. He also ad-
vocated an end to "this na-
tional tragedy of abortion
on demand."

TEL AVIV (JTA) — Is-
raeli newspapers said the
Defense Ministry has pre-
pared a list of broadcasters
who should be barred from
appearing on or working for
Galei Tzahal, the Armed
Forces radio station, be-
cause of their opposition or
criticism of the war in
Lebanon.
Some of the men and
women concerned are per-
manent staffers or contract
employees, while others are
doing their army reserve
service with the radio sta-
tion.
Knesset member Ora
Namir, chairman of the
Knesset Education and Cul-
ture Committee, said her
committee will take up the
matter as, although the
radio station is under the
jurisdiction of the Defense
Ministry, the educational
and cultural content of its
programs come within the
province of the Knesset
Education Committee.
Galei Tzahal is a spin-off
of the British Mandatory
period when British
soldiers, serving far from
home, had entertainment
provided in their own lan-
guage by a special radio sta-
tion in the Middle East,
similar to the American
armed forces program in
Europe.
JERUSALEM (JTA) —
About 700 Druze leaders
from the Hassbay and Shuf
areas in Lebanon met with
thousands of Israeli Druze
at their holy place — Nabi
Shueb in the Galilee. This is
the first time since 1947
that such a meeting took
place.

JERUSALEM (JTA) —
President Hosni Mubarak
of Egypt, in a cable to °Pre-
mier Menahem Begin,
urged that both countries
should intensify their ef-
forts to implement the
Camp David accords and to
intensify efforts to achieve
peace in the Middle East.
The cable was in response
to a message of greetings by
Begin to Mubarak on the oc-
casion of the Moslem holi-
day of Id Al Fitr and the
30th anniversary of the
overthrow of King Farouk.
The Egyptian President
stressed that peace was a
noble goal and that the
peace process between
Egypt and Israel should not
be affected, although it has
slowed down as a result of
the war in Lebanon.
