Public Opinion and the White House Must Never Submit to Distortions

"In 1976 Syria intervened
in the civil war, amongst
other things, to crush the
PLO and bring it under Sy-
rian control, since both the
Lebanese Army and the
Phalange had been unable
to constrain its activities. In
Oct. 1976, Arab summit
conferences in Cairo and
Riyadh put a formal end to
the civil war and estab-
',ished a special committee
.of four Arab states to over-
see the implementation of
the Cairo Agreement with-
in 45 days. Yasir Arafat, on
behalf of the PLO, under-
took to abide by that agree-
ment, to respect Lebanon's
sovereignty and not to
intervene in Lebanon's
internal affairs.
"Six months later the
Special Committee dis-
solved after failing to make
any progress on the im-
plementation of the Cairo
Agreement. (This commit-
tee has now been recreated
to deal with the current
crisis.) In the meantime, the
PLO had taken advantage
of the vacuum created in the
south to enhance its mili-
tary position there.
"This time the Christian
militia of Major Haddad
took upon itself the task of
controlling the Palestinian
presence. PLO refusal to re-
spect its commitments led to
yet another large-scale con-
flict in July 1977. At that
point, Syria convened a con-
ference at Shtaura with the
time-worn aim of control-

ling the PLO's presence in
Lebanon. Again the PLO af-
fixed its signature to the
subsequent agreement
(Salah Khalaf signed for the
PLO).
"The Shtaura Agreement
(1977) — Lebanese
authority would be restored
to all Lebanese territory
and inhabitants, refugee
camps would be controlled
by Lebanese and Arab De-
terrent (Syrian) Forces, the
PLO would surrender all
heavy weapcins, the PLO
would be forbidden from
importing arms and ammu-
nition in any quantity, no
military training by the
11,0 would be permitted
and Lebanese authority
would be extended to the
south and the PLO would be
confined to the Arqub (east-
ern) region.
"While again declaring
its willingness to imple-
ment and respect the
agreement, the PLO sys-
tematically flaunted its
main clauses, asserting its
own control over the citi-
zens and territory of south-
ern Lebanon, building up its
military bases in the cities
as well as the refugee camps
of the south, accumulating
heavy weapons, importing
and stockpiling huge quan-
tities of arms and ammuni-
tion, training not only its
own personnel but also the
terrorist recruits of over a
score of other countries, and
preventing the extension of
Lebanese authority to
southern Lebanon.

"Over the next four years
the Lebanese authorities
tried time and again to get
the PLO to respect the
agreements which it had
signed. In May 1978, Arafat
signed yet another agree-
ment designed to restore
Lebanese authority to the
south and put an end to
`armed manifestations'
there. In May 1979, the PLO
agreed to cease its activities
and close its offices in the
south.
"The PLO's pattern of ig-
noring signed agreeinents is
clear. Each time the PLO
has agreed in principle to
end its terrorist activities
and respect Lebanese
authority. Each time, the
PLO has effectively resisted
every effort to implement
these agreements."

JERUSALEM — Rabbi
Meir Kahane, leader of the
Kach movement, was ar-
rested Tuesday for ordering
his followers to attempt to
break up a protest demon-
stration against Israel's in-
vasion of Lebanon.
A police spokesman said
that Rabbi Kahane and an-
other person were being de-
tained for "distrupting the
public order" but that they
were to be released later in
the week.

During Protest

as if they were Jewry, and
they are the regrettably
misled, to a degree.disgrun-
tied. Because they are criti-
cal, they receive an audi-
ence in the media. Because
they condemn Israel, they
are listened to. Meanwhile,
basic facts, especially those
exposing the anti-Israel
charges as fabrications, are
ignored.
The first advertisements
by the Arab lobby charging
mass murders by Jews,
since shown to be outright
lies, have not been cor-
rected.
Therefore, the obligation
both to uphold the hands of
the Israelis and press for
recognition of the truth.
There can be no rest for
those striving to attain
these ends.

abroad flocked here to join us as ohm (newcomers) and tourists,
while there appears to be no such manifestation, now".

the tragedy of giving credi-

The most tragic factor in
this period of great stress for
Israel and Jewry is the
minute group of Jews who
receive recognition in non-
Jewish ranks. They speak
