JERUSALEM (JNI) — A Norwegian newspaper, Wartland, says Israeli soldiers found a secret United Nations document in Lebanon which permit- ted the Palestine Liberation Organization to establish bases and store arms in areas controlled by the United Nations Interim Force in Lebanon (UNIFIL). The paper claims the document was signed in 1978 by PLO chief Yasir Arafat and UN Secretary General Kurt Waldheim, and the document prohib- ited the UN from photo- graphing the PLO bases.
