Bnai Brith to Plead Soviet Jewry's Case WASHINGTON (JTA) — In an effort to reverse the campaign by the Soviet Union to snuff out Jewish culture within its borders, Bnai Brith International will send a special delega- tion to provide information about the status of Soviet Jewry to the World Confer- ence on Cultural Policies in Mexico City, which opens Monday. The conference will be held under the auspices of the United Nations Educa- tional, Scientific and Cul- tural Organization (UN- ,— ESCO). Philip Lax, chairman of the International Council of Bnai Brith, said the group plans to present data to help UNESCO fulfill its guaran- tees that everyone has the right to enjoy his own ethnic culture, including the lan- guage of minorities. that "this is specifically defined in international law." In California a bill which calls on the Soviet Union to honor its commitment to the Helsinki accords by allow- ing Prisoner of Conscience Anatoly Shcharansky to emigrate to Israel has been passed unanimously by the State Senate and Assembly. The Bay Area Council on Soviet Jewry is listed as a sponsor of the bill. In Washington, Con- gressmen sent a joint letter to Soviet President Leonid Brezhnev urging him "to do everything in your power to expediate the emigration of Marina Tiemkin" of Mos- cow who, at the age of 13 in 1973, was kidnapped by Russian police from her father, Prof. Alexander Tiemkin, after both had re- ceived exit visas to Israel. Citing the Soviet Union's drive to prohibit the teaching of Hebrew and Yiddish, Lax as- serted, "Central to human rights in the field of a minority culture is the assurance that that culture's language or languages will not be subject to discrimination, let alone to deprivation or exclusion." He did not say what would constitute such proof. The PLO reportedly re- jected the offer. Sharon spoke to the re- porters after meeting with U.S. special envoy Philip Habib who is trying to negotiate the departure of PLO forces from west Beirut and Lebanon. He said the problem was that no Arab country has agreed to accept the estimated 5,000-6,000 PLO men and their families. Meanwhile, Israelis and Palestinians exchanged in- termittant small arms fire in the Beirut area Monday which later escalated to ar- tillery and tank fire. There were similar exchanges last weekend during which the Israelis claimed to have de- stroyed a PLO tank. Geishas was interned at the Uhkta labor camp, an isolated region more than 900 miles from his home and family in Leningrad, Mann said.
