pressed "strong indignation
at the widespread distortion
of Israel's objectives and of
the facts of the military op-
eration, propagated and
promoted by governments
and media in many coun-
tries."
Continuing, the resolu-
tion stated: "Jews through-
out the world feel deep sor-
row at the human sacrifices
in Lebanon, Israeli and
Arab alike. It must be
noted, however, that
Lebanese civilian casual-
ties largely result from the
deliberate policy of the PLO
of placing its military in-
stallations and forces in the
midst of civilian quarters.
"We welcome the clear
policy of the government
of Israel to assist in re-
storing full sovereignty
to Lebanon and to make
possible the restoration
of normal civilian life in
that country and the es-
tablishment of peaceful
relations between Israel
and Lebanon.
"We hope that out of all
this suffering, the world
will now seize the opportun-
ity and give its full support
to the search for a solution
of the problems of the Mid-
dle East which will not only
provide for the peace and
security of Israel but for the
realization of the legitimate
rights of the Palestinian
people."
Earlier in the meeting,
WJC President Edgar
Bronfman said now that Is-
rael had broken the back of
the PLO through its offen-
sive in Lebanon it should
face up to the Palestinian
problem and seek peace
with the Arabs.
Klutznick, who attended
the Executive meeting, was
attacked by Howard Squad-
ron; a former chairman of
the Conference of Presi-
dents of Major American
Jewish Organizations; Gre-
ville Janner, president of
the Board of Deputies of
British Jews; and Akiva
Levinsky, treasurer of the
Jewish Agency.
Bronfman noted that
Goldmann, Klutznick
and Mendes-France
"quite properly and
clearly said they were
speaking for themselves
as private citizens and
not for the World Jewish
Congress."
The prisoners, members
of the Palestine Liberation
Organization, are being
held in a detention camp
near Nabatiya in south
Lebanon. Their number has
been estimated at between
6,000-9,000.
The ICRC said it is
seeking to have them
granted prisoners of war
status but Israel has re-
fused and persists in
treating PLO captives as
administrative detainees.
The ICRC also disclosed
that it has received no reply
from Syria to its inquiry as
to whether Syria holds any
Israeli soldiers captive.
Several Israeli soldiers are
listed as missing and the
hope in Israel was that they
were captured by the Sy-
rians rather than by the
PLO.
PLO terrorists captured
in Lebanon have already
been installed in the new
facility following interroga-
tion inside Israel. The camp

Israel Allowing Red Cross
to Visit Captured Terrorists
GENEVA (JTA) — The
International Committee of
the Red Cross (ICRC) has
confirmed that Israel has
agreed to allow its represen-
tatives to visit Palestinian
prisoners captured in Leba-
non on a regular basis.
The ICRC said Israel ag-
reed to the terms of the
Geneva Convention which
provide that the Red Cross
may interview the prisoners
without witnesses and that
a regular schedule of repeat
visits is established.
But, Bronfman added, "in
long-range terms, this
statment by our friends does
represent a realistic recog-
nition and underscoring of
the faCt that Israel and the
Palestinians must ulti-
mately not only recognize
each other, but recognize
their mutual state in peace
and security." This, he said,
"can and should be done
within the context of the
Camp David accords, the
only promising peace pro-
cess."
