social welfare official is due
to arrive in area next week.
"Physical damage seen
at first hand, particularly
in Tyre. Uncoordinated
rebuilding is underway
by individuals and seems
impressive. Many stores
already functioning
without plate glass win-
dows. No food shortages
reported by Lebanese
and much food is evident
even to the casual ob-
server.
"Senior social worker in
Tyre furnished following
figures on his city (pre-war
population of 60,000) —
dead: 35-60, homeless:
350-400 families. Residents
who had fled to Beirut in

previous years and the
north are now streaming
back to their former homes
so that current population
may well exceed 60,000,
complicating recovery proc-
ess.
"Needs identified by
senior social worker, none of
which appear to be urgent:
powdered milk, cooking oil,
kerosene, flour, building
materials. Except for pow-
dered milk which is due in
Israel from UNICEF and
which JDC will transport to
Lebanon on arrival, we per-
sonally observed all other
items for sale in the mar-
ketplace.
"Other needs identified
only in general at this point:
heavy building machinery,

Seldom has so much
coverage been given to a
conflict, but seldom has
anything like the
Lebanese event occurred
in the memory of peoples.
Wherever the events are
discussed, the one hope _
that there will be a spee(,
solution to the problern-
necessitating the ousting of
the PLO from Lebanon and
the retirement from Leba-
non of the Israeli army.
Then will begin the big job:
the autonomy offers, the
dealings with Palestinians.
There is total agreement
that tensions will not end so
soon in the Middle East.

Goldwater
Calls Menahem
Begin Unstable'

WASHINGTON —
Menahem Begin is an "un-
stable man," according to
U.S. Sen. Barry Goldwater
(R-Ariz.).
Sen. Goldwater, who sup-
ported the Israeli Prime
Minister's original goal of
clearing the PLO out of a
25-mile area in southern
Lebanon, believes the Is-
raeli invasion has gone too
far.
Sen. Goldwater said the
invasion may cause a nor-
mally pro-Israel Senate to
reject future arm sales to
the Jewish state.
