both aspects, actual Jewish

widespread notoriety are

facts released by Israel,
indicating the following:
"On the spot investiga-
tions have established that
in Sidon there were only 265
civilian casualties and not
400 as earlier estimated, in
Tyre 56 (not 50), and in
Nabatiyeh 10, as a result of
Operation Peace for Galilee_
"The following is a sun
mary of the on-site investt--
gation with regard to the
number of civilian casual-
ties at the Ein al-Hilweh
refugee camp near Sidon:
"The IDF required six
days of fighting, from June
9-14, in order to capture the
site, the size of which is only
900 meters by 300 meters.
The reason for this was be-
cause a supreme effort was
made to avoid casualties
among the civilian popula-
tion, which was held hos-
tage by the PLO who num-
bered several hundred in
the camp.
"At first the IDF ap-
pealed to the terrorists
through leaflets and over
loudspeakers and of-
fered them the possibility
of laying down their
weapons. When the PLO
refused this, the IDF ap-
pealed once again
through leaflets and over
loudspeakers to the resi-
dents to leave the camp.
The majority left but
some of them were not
allowed to leave. Those
who tried to escape were
threatened and even shot
by the PLO.
"The IDF then sent in a
group of captured terrorists
who called upon the PLO to
surrender. Some of the
group were shot, others fled
and disappeared. The IDF
then sent in a group of Arab
notables for the same pur-
pose. These were also fired
upon, one of them was hit in
the head and the others re-
turned.
"Only then did an infan-

Jewry by Max M. Fisher,
chairman of the execu-
tive of the Jewish Agency
for Israel, in his analysis
of decisions reached at
the Jewish Agency meet-
ings in Jerusalem: a
major one inaugurating a
philanthropic effort to
assist Israel in the eco-
nomic crisis created by
the military activities,
and a call for organized
efforts to refute the vil-
lifications hurled at Is-
rael and the Jewish
people.
In a call to action, to pro-
vide the economic aid ur-
gently needed by Israel,
Fisher declared in his sum-
mary of the decisions at the
June 20-24 meetings:
"Responding to many re-
quests, I called a special
meeting of United Israel
Appeal and Keren Hayesod
members of the Jewish
Agency Assembly. We ar-
rived in Israel in the midst
of Operation Peace for the
Galilee. In a gruelling,
emotion-filled trip through
the northern areas, all of us
saw and heard the deep
yearnings of the inhabi-
tants for security and
safety, especially for their
children.
"We were convinced of the
righteousness of this effort
and the great care being
taken to maintain the high-
est levels of safeguards for
human life and personal
property everywhere.
"The Minister for Finance
explained in great detail the
enormous burdens borne by
the people of Israel. They
ranged from personal sac-
rifice of the highest order to
heavy taxes which will seri-
ously reduce the standard of
living throughout the land.
After visiting a hospital and
touching the bravery and
the trauma, our conferees
sponsaneously demanded
that world Jewry partici-
pate in sharing this great
burden by launching a spe-
cial fund-raising effort."
