Zeltzer, 60, was asked to
serve until May 31, 1983
when a new director will
take over the top executive
position.
Zeltzer has been a
leader of many national
Jewish, agencies, includ-
ing the Council of Jewish
Federations' Large City
Budgeting Conference,
American Association
for Jewish Education,
HIAS (Hebrew Immig-
rant Aid Society) and Na-
tional Jewish Commu-
nity Relations Advisory
Council.
Locally, he was president
of the United Hebrew
Schools and chairman of the
Midrasha College of Jewish
Studies, both member agen-
cies of the Jewish Welfare
Federation.

Suffering and persecution
in foreign lands gave rise to
messianic movements, cal-
ling for a massive return to
the Land of Israel. The most
notable of them — that of
Shabbetai Zevi in the mid-
dle of the 17th Century —
inspired entire com-
munities in Europe to pre-
pare for the Return. When
the movement collapsed, it
caused deep despair among
Jews throughout the world.
