Over on the Senate side, an initial 38 Senators signed the Packwood-Byrd supportive letter to President Reagan. Only Senator Mark Hatfield (R- Ore.), a consistent critic of Israel during his entire Se- nate career, and Senator Charles Percy (R-I11.), chairman of the Senate Foreign Relations Commit- tee, voiced outspoken criti- cism. Percy, who is one of the few U.S. Senators to meet personally with Arafat, and who is a particular thorn in Israel's side be- cause of his key chair- manship, also called for a delay in approval of the sale of 75 F-16 aircraft to Israel. This is quite a different tune than he played in November 1980 when faced with a tough re-election race. Some Chicagoans recall his pleas with the Jewish community in Illinois for its support. Rep. Paul Findley, at least, has been consistent in his own support of the PLO. Acknowledged as the PLO's unofficial spokesman in the Congress, Findley stands a good chance of being retired by the voters of the 20th District in Illinois where he faces a dynamic Democratic opponent, Dick Durbin. Given Findley's track re- cord and position of ranking member on the Middle East Subcommittee of the House Foreign Affairs Committee, this is an election of un- usual interest and impor- tance to the American Jewish community. The issue of whether American Jews are more loyal to Israel than to the U.S. is another area where attitudes toward Jews have changed since the mid-1960s. In 1964, 39 percent of non-Jews agreed that "Jews are more loyal to Israel than to America." By 1981, that figure had risen to 48 percent. This does not mean that American Jews should slacken in their support of Israel.
