UNDER NEW MANAGEMENT Wynn Schwartzman, Proprietor Levin Looks at Lebanon's Future Jewish Agency Calls for Aliya NEW YORK (JTA) — The Jewish Agency in Jerusalem called on Jews to make aliya and to strengthen the Jewish state — not in Zur, Sidon and Be- irut — but in Carmiel, Efrat and Jerusalem." In a cable to the agency's New York office,. Raphael Kotlowitz, chairman of the immigration and absorp- tion - department in Jerusalem, urged "our people abroad" to draw new motivation for aliya from the courage and pursuit of peace that Israel has demonstrated in its rela- tions with Egypt and "the heroic deeds" performed in Lebanon by Israeli "boys who hate war." But the statement stressed that Jewish im- migrants should seek to di- rect its contributions to civi- lian life, rather than expect to be involved in the fight- ing in Lebanon. Cost of Living Up in Israel TEL AVIV (JTA) — The cost of living index rose in May by 6.2 percent, the Central Bureau of Statistics announced.. The increase, twice that of last May (3.3 percent), brings the COL increase in the five months sicne the beginning of the year to 41.4 percent, up from the 35 per- cent increase during the first five months of .1981. The bureau said it was still too early to forecase the influence of last week's price increases, following measures to help pay for the war, on next month's COL index. These three essential elements of American pol- icy, withdrawal of Syrian and Israeli forces, establish- ing a multi-national peacekeeping force and a central government strong enough to disarm the PLO, would go a long way toward resolving many of Leba- non's problems. As Mr. Basil (Robert Basil, president of the American - Lebanese League) pointed out in April of this year, "Syria no longer plays a constructive role in Lebanon and should withdraw its forces . . . Syria's objective is political hegemony over Lebanon and . . . Syria has actually been the major source of up- heaval and instability in Lebanon." To the extent that the Is- raeli action has set up the conditions which may lead to a Syrian withdrawal and re-emerging of a strong Lebanese central govern- ment, this — even with its destructive impact — offers an historic opportunity to give Lebanon back to the Lebanese. While ultimately the prospects for a secure Lebanon cannot be guaranteed by the action of other nations, other nations can help estab- lish the conditions re- quired to secure stability. The Lebanese must be - assured a free president- ial election this August. The central government must become stronger and the election which creates that government must be secured. • America should be will- ing to do whatever it can to safeguard that election. We joined in efforts to assure that free elections would be held in El Salvador. — surely we ought to be will- ing to do at least as much in a country whose future is so directly related to our na- tional interest. Israeli Envoy Still in Coma LONDON —Ambassador Shlomo Argov of Israel, still in a coma after being shot in the head by Arab terrorists on June 3, underwent further surgery on Monday. A tracheotomy was per- formed to improve his brea- thing and minor surgery was performed to "tidy the exit wound" on hiss head. The three Arabs captured in the assassination at- tempt were ordered held without bond until a hear- ing that was set for yester- day. The three are Ghasson Hassan Ahmad Said, 23, and Marwan Al-Banna, 21, both Jordanian-born stu- dents, and an Iraqi busi- nessman, Nawaf Nagib Mif- lihel Rosan, 36. Said is also charged with attempting to kill a British policeman. In the same sense, we must do what is required to make sure that there is a country left to govern. The damage and destruction of this war is extensive. The requirement to rebuild is pressing, and America should be willing to provide assistance.
