The two mayors — Fand Kawasme of Hebron and Mohammed Milhem of Halhul — met with two Assistant Secretaries of State: Nicholas Veliotes, who is in charge of the Near East and South Asian de- partment; and Elliot Ab- rams, who heads the human rights division, according to a State Department spokesman. The talks, Romberg pointed out, were in- itiated by the mayors and "took place in the context of our willingness to meet with a broad range of Palestinians other than members of the Palestine Liberation Organiza- tion." U.S. policy toward the PLO, which was reiterated by Haig just last week, is that there will be no dialogue or negotiations with the terrorist organiza- tion until it recognizes Is- rael's right to exist and ac- cepts United Nations Secu- rity Council Resolutions 242 and 338. In a related development, Sen. Claiborne Pell (D-R.I.), a member of the Senate Foreign Relations Commit- tee, met privately with a PLO military commander near Tyre, the Chicago Tribune reported. The Tribune reported that Pell met with Col. Azimi Sughayr, leader of the joint PLO Command in the "Tyre pocket" at the Rashidiye refugee camp. Pell earlier denied that he would meet any PLO repre- sentatives. He is reportedly in Lebanon to visit ancient Roman ruins, the Tribune said. He is a member of a committee trying to save the marble columns near Tyre that date to 200 BCE. NCYI Opens Tape Library NEW YORK — The Na- tional Council of Young Is- rael (NCYI) has opened a Torah tape library with more than 1,300 titles of Jewish interest. The library, which is housed at NCYI's New York office, is also designed to serve the special needs of the blind and the handi- capped. A 29-year-old millionaire and a 19-year-old ac- complice were arrested for harassing a Jewish neighbor. The two repor- tedly painted swastikas and anti-Semitic slogans on the man's home and left a doll on the Jewish neighbor's doorstep. The doll had a Star of David on it and a needle sticking out of its eye. Three young men who boasted of being members of the Ku Klux Klan were ar- rested in Mineola and charged with harassing a Jewish teenager with anti- Semitic telephone calls and death threats.
