BONN (JTA) — East
Germany is reported to be
disappointed with the per-
formance of Palestine Lib-
eration Organization ter-
rorists equipped with anti-
aircraft arms.
Military sources in West
Berlin said that the failure
of PLO units to bring down
Israeli planes on recent re-
connaissance missions over
Lebanon was viewed in East
Germany with much con-
cern.
The sources reported that
East Germany decided to
send military experts tc
help in handling the Soviet
supplied anti-aircraft bat-
teries. They will be assigned
to East Germany's embassy
in Beirut.
East Germany has
trained dozens of PLO
members iri handling Soviet
equipment. Aftei unusual
publicity in the official
Communist press, the train-
ing program has apparently
aroused expectations in
political and military cir-
cles in East Berlin.
NCYI President
Urges Leaders
to Inspire Aliya
NEW YORK — The
president of the National
Council of Young Israel
(NCYI) has requested that
"Torah leaders of the
American Jewish commu-
nity publicly call upon their
followers to seriously con-
sider aliya to Israel as a
religious obligation."
Harold M. Jacobs, speak-
ing at the annual dinner of
the council's Eretz Israel
Commission at the Vista In-
ternational Hotel in Man-
hattan, singled out the
Lubavitcher Rebbe and Rav
J.B. Soloveitchik as indi-
viduals who could inspire
large numbers of Orthodox
Jews to resettle in Israel.
Jacobs said that, "Ameri-
can aliya, as it exists today,
is almost entirely Orthodox,
but it still represents only a
trickle. If Israel's future
population needs are to be
met, then that trickle must
soon become a flood, and the
Orthodox community must
be the first wave of that
flood."
WJC to Organize

ject of a seminar later this

tives of international youth
organizations and spon-
sored by the NGO Commit-
tee on Youth at UN Head-
quarters.
The seminar, which will
be organized by the World
Jewish Congress (WJC), is
being held in conjunction
with the upcoming special
session of the General As-
sembly on Disarmamant for
which the Youth Commit-
tee has been charged with
developing programming
for involvement of young
people.
