WASHINGTON — In the 1980 Congressional elec- tions such staunch suppor- ters of Israel in the U.S. Se- nate as Jack Javits of New York, Frank Church of Idaho, Birch Bayh of In- diana, Dick Stone of Florida and John Durkin of New Hampshire were defeated in their re-election bids. The oss of these Senators on key committees has been incal- culable. Javits, in the Republican-controlled Se- nate would have been chairman of the Foreign Re- lations Committee (instead of Charles Percy) — and Church, its former chair- man, the ranking Demo- crat. Bayh and Durkin were on the Appropriations Committee, and Stone was chairman of the Middle East subcommittee. This year a large number of pro-Israel stalwarts must face the voters in Novem- ber. Such well-known democrats as Scoop Jackson of Washington state, Pat Moynihan of New York, Ted Kennedy of Massachusetts and Howard Metzenbaum of Ohio are up, and their re- election prospects look good at this point. But a number of lesser-known, but strong supporters face more dif- ficult races. These in- clude Dennis DeConcini of Arizona, Don Riegle of Michigan, George Mitch- ell of Maine, Jim Sasser of Tennessee and Paul Sarbanes of Maryland (who serves on the Foreign Relations Com- mittee). On the Republican side, with only 12 incumbent seats at stake, interest is fo- cused on such friends as John Heinz of Pennsylvania and John Danforth of Mis- souri, who appear to be shoo-ins at this point, and David Durenberger of Min- nesota and Lowell Weicker of Connecticut who have tougher races. Weicker, who has been an outspoken supporter of Is- rael, first faces a challenge in the Republican primary from Prescott Bush, brother of the Vice President and then a Democratic foe in November. * * * When journalist Steve Isaacs wrote his "Jews and American Politics" in the early 1970s there were two Jewish Senators and 11 House members. Today, in the 97th Congress there are six Jewish Senators and 27 House members. Religious affiliation, however, is no absolute guarantee of taking posi- tions favored by the majority of the American Jewish community. Not all Jewish legislators vote for the foreign aid bills containing vital funds for Israel — and in two of the most dramatic Senate votes in recent years -- the original sale of F-15 fighter-bombers to Saudi Arabia, and the more recent enhance- ment package including the AWACS, ex-Senator Abe Ribicoff of Connec- ticut in 1978, and Sena- tors Ed Zorinsky of Neb- raska and Warren Rud- man of New Hampshire in October 1981 voted with the Administration — to the disappointment of many of us. * * * After not quite being sure of how and with whom to structure its relationships with the Jewish commu- nity, the Reagan White House has finally made two important appointments. Coming to Washington periodically on a volunteer basis will be Los Angeles at- torney Al Spiegel. Spiegel has both impecc- able Jewish and Republican credentials and was asked personally by the President to assume the task. Active in the L.A. federation and on the national Jewish scene, Spiegel was a Reagan delegate to the Nominating Convention back in 1976. To assist him on a full- time basis will be AIPAC's Mike Gale, who will work out of the White House Office of Public Liaison, headed by Elizabeth Dole (Kansas Senator Bob Dole's wife). Spiegel and Gale have a difficult task to improve re- lations and ease mutual dis- trust between the White House and the American Jewish community — and we should all wish them well in what some here feel might be a "mission im- possible." . Georgian Jews Open Synagogue in Jerusalem, JERUSALEM (JNI) — The Georgian community's Central Synagogue in Jeru- salem's Romema Quarter was dedicated earlier this month. The Georgian Jewish community lived in the Soviet Union for 2,500 years before more than half of its members made aliya to Israel. ,, Jerusalem Mayor Teddy Kollek noted that the Geor- gians "were the first to de- mand the right to come on aliya." No man was ever so much deceived by another as by himself. — Greville Friday, May 28, 1982 19 Taba Boundary Still Dispute TEL AVIV (JTA) — Di- rect negotiations between Israel and Egypt on sover- eignty over the Taba region of Sinai south of Eilat have failed, and the parties must now move on to a concilia- tion committee, Foreign Minister Yitzhak Shamir told the Israel Bar Associa- tion last Friday. He said that if concilia- tion failed to -reach a mutually-agreed conclu- - sion, the final step of com- pulsorary arbitration by an agreed arbiter would have to be taken.
