LONGON (JTA) — The
Polish authorities have
been simultaneously whip-
ping up anti-Semitic prop-
aganda for domestic pur-
poses and making friendly
moves towards Jews in
order to protect the regime's
overseas image, according
to a study by the Institute of
Jewish Affairs, research
arm of the World Jewish
Congress.
The institute's latest re-
search report, by Dr. Lukasz
Hirskowicz, noted that
during the first few weeks
following the introduction

of martial law on Dec. 13,
1981, anti-Semitic prop-
aganda was widely dis-
seminated in Poland despite
official assurances that the
government would "combat
anti-Semitism resolutly."
Hirskowicz, who has
closely monitored official
media and other Polish
propaganda channels,
wrote that anti-Semitism
has been used for two inter-
locking purposes — "to dis-
credit the leaders of the op-
position, the great majority
of whom are now interned,

Director of Financial Planning

LONDON — British de-
ntists who established two
dental clinics in Ashkelon
as part of Project Renewal
have expressed concerns
about the imminent
takeover of the clinics by
Kupat Holim, the sick fund
of Histadrut.
The London Jewish
Chronicle reported that the
dentists are concerned be-
cause services at the clinics
are presently free of charge.
They say they are not sure if
Kupat Holim will pay for
the equipment when it
takes over the clinics, or
whether it will continue the
clinics' dental health educa-
tion program.

Poland's ills."
Much of the prop-
aganda, the report said,
bore the imprint of mili-
tary specialists of
psychological warfare
and disinformation.
Many of the Polish anti-
Semitic allegations also
mirrored those in the
Soviet press and radio,
demonstrating that the
Soviets approved of
them.
From mid-January, how-
ever, there has been a
gradual slackening of
anti-Semitism in the official
media, suggesting anxiety
that the regime's image
abroad might be damaged.
Hirskowicz concluded
that the Polish authorities
are very interested in using
the Jewish organizations in
Poland to improve their
image in the West and in
the continuation and maybe
extension of the links be-
tween Polish and world
Jewry.

Reform Protest. Synagogue
Delays in CR)/ of Tel Aviv__

JERUSALEM (JTA) —
Gerard Daniel, president of
the World Union of Pro-
gressive Judaism, has
charged that obstacles
which have delayed comple-
tion of a new Reform syna-
gogue in Tel Aviv were
"politically motivated." He
said he would meet shortly
with Tel Aviv Mayor
Shlomo Lehat in an effort to
have them removed.

and zoning commission in
Tel Aviv and by the munici-
pality which provided the
land unconditionally. It is
being held up by the district
commission, he said.

Daniel said that the situ-
ation surrounding the Tel
Aviv synagogue was one
example why members of
the Reform movement feel
threatened by the atmos-
phere in the country where
religious life is dominated
by the Orthodox establish-
ment. He warned that
"Jews in the United States
and other countries, who
have positive feelings
toward Israel may turn vio-
lently against Israel if the
present situation con-
tinues."
He said the synagogue
project, in which the World
Union of Progressive
Judaism has already in-
vested $8Q,000, was ap-
proved by the city planning
