U.S. officials have indi- cated they believe the issue will be cleared up when- President Reagan meets with Premier Menahem Begin in either New York or Washington next month. Begin has urged the western European nations not to support- `Palestinian self-determination on grounds that it posed a threat not only to Israel but to Western interests in the Middle East. He argued that point at a meeting Friday with Italy's Foreign Minister Emilio Colombo. Begin said the Europeans failed to under- stand that support for Palestinian self- determination would mean the creation of a Palestinian state. Unfair Labor Charge Issued to Jewish School NEW YORK (JTA) — The attorney for the Bran- deis Teachers Association (BTA), which has been on strike since last Sept. 15 against a Long Island Con- servative Jewish day school, said that the Na- tional Labor Relations Board, an issuing an unfair labor practice complaint against the Brandeis School, had rejected the school board's contention that, as a religious institu- tion, the 417-student, day elementary-high school is exempt from NLRB juris- diction. Joseph Rosenthal said that, in issuing notice of a formal hearing on the -labor dispute, scheduled 'for Oct. 4, the NLRB indicated that it did have jurisdiction. In the hearing notice, the NLRB noted that the school was involved in the course of its operations, in in- terstate commerce, and was "an employer engaged in commerce within the mean- ing" of the National Labor Relations Act. The school is in Lawrence, N.Y. Under terms of the com- plaint, both the union and the school board were in- vited to seek a voluntary settlement of the dispute. Rosenthal said that the board had remained adam- ant in its refusal to resume negotiations with the BTA. No Injuries in Bomb Attacks JERUSALEM (JTA) — A bomb exploded at a bus stop on the Hebron road in the southern reaches of Jerusalem and another exploded near a military base in the Jericho area. There were no casualties or damage in either incident. No injuries were reported from two gasoline bombs thrown at military vehicles in Eizariya village outside of Jerusalem. According to Begin, such a development would allow Soviet penetration of the area. He repeated Israel's un- qualified rejection of the European Economic Community's 1980 Ven- ice declaration which called for the "associa- tion" of the Palestine Liberation Organization in the Middle East peace process and self- determination for the Palestinian people. Begin claimed that "Europe, more than any- body else, because it was the scene of so much shedding of Jewish blood, should refrain from supporting any pro- posals which posed a threat to the existence of Israel." Colombo replied that Europe had no intention of imposing a political settle- ment on Israel. He said the European countries re- spected Israel's autonomy plan for the West Bank and Gaza Strip, but the diffi- culty is that the Palesti- nians reject it. He suggested that Israel should negotiate with the Palestinians "and the organizations repre- senting them." He did not mention the PLO by name. Begin told his visitor that there were presently 40,000 Syrian soldiers, 500 tanks and hundreds of guns and missiles in Lebanon which, together with PLO forces, not only endangered Israel but threatened the exist- ence of the Christians in Lebanon. He said Israel has supplied the Lebanese Christians with $100 milion worth of arms and ammuni- tion to resist the threat.
