JERUSALEM (JTA) — The Cabinet met in special closed session for four hours Monday to discuss the situ- ation on the northern bor- der. It convened as a ministerial defense coM- mittee, the deliberations of which are classified. But it was assumed that the ministers weighed possible responses to the Palestinian shelling of bor- der towns in northern Israel Sunday following Israeli air raids on terrorist targets in Lebanon. No statement was issued after the meeting. The ministers were briefed by Chief of Staff Gen. Rafael Eitan, Gen. David Ivri, the Air Force commander, and other senior officers. Defense Minister Ariel Sharon came to the meet- ing directly from an early morning tour of northern Israel where he met with villagers who had spent the night in bomb shel- ters. Military sources said that about 100 shells and rockets were fired from across the Lebanese border Sunday evening without causing casualties or damage. It has been Israel's declared policy to react to what it considers to be violations by the Palestine Liberation Organization of the cease- fire that has been in effect along the Lebanese border since last July. According to a military spokesman, Sunday's air strikes over Lebanon were ordered because of serious breaches of the cease-fire during the last two weeks by the PLO. At the United Nations, Ambassador Yehuda Blum of Israel told the president of the Security Council, Ambassador Ling Qing of China, that "the govern- Great lords have their pleasures, but the people have fun. —Baron de Montesquieu ment of Israel considers it- self duty-bound to take all necessary measures to pro- tect the lives and safety of the citizens," in view of the terrorist acts perpetrated recently by the Palestine Liberation Organization "operating from Lebanese territory against civilians in Israel." In Washington, Secre- tary of State Alexander_ Haig said that he was de- eply concerned that the new flare-up of violence along the Lebanese bor- der could escalate with serious consequences for Middle Fast peace. TEL AVIV (JTA) — The U.S. and Israeli navies are cooperating successfully in the Mediterranean, accord- ing to Admiral Thomas Hayward, chief of U.S. Naval Operations, who in- spected Israeli ships and naval installation in Haifa this week. "We continue to train to- gether and exchange ideas together. I have a great deal of confidence that the Is- raeli Navy and the U.S. Navy in the Mediterranean can do a great job together if necessary," Hayward told Israeli reporters. The American admiral, who called on Defense Minister Ariel Sharon in Tel Aviv Monday for a dis- cussion of Middle Eastern problems, said he thought Israel faced a threat from the Mediterranean. He said the U.S. Sixth Fleet was keeping a watch over the Syrian and Libyan navies and was determined to maintain stability in the region.
