Sen. Ross' Bill to Fight Bias
State Sen. Doug Ross (D-
Southfield) has introduced
legislation to fight racial
and religious harassment in
Michigan.
"My bill would impose
strict criminal penalties on
those found guilty of burn-
ing crosses, painting swas-
tikas and desecrating reli-
gious symbols . . . any form
of property destruction or
malicious harassment
aimed at religious and ra-
cial minorities," Ross said.
He cited a recent report
published by the U-.S.
ommission on Civil Rights
ating that racially and
religiously motivated vio-
lence is a serious problem in
Michigan. "This report on
hate group activities in
Michigan, along with some
excellent legislative
recommendations from the
Jewish War Veterans, con-
vinced me it was time to
act," Ross reported.
"My proposal creates a
new crime of committing
assault, trespass or van-
dalism motivated by malice

based upon race, color, reli-
gion or national origin. Any
assault, trespass or van-
dalism aimed at a religious
or racial group is auto
matically a felony carrying
strict penalties," Rois ex-
plained.
"The bill also would pro-
vide additional criminal
protection for churches,
synagogues and other build-
ings used for religious wor-
ship."
Trifa. Appeal Next Week
WASHINGTON — The
U.S. Supreme Court will de-
cide on Monday whether to
hear the appeal of Roma-
nian Orthodox Archbishop
Valerian Trifa in his effort
to regain hig'U.S. citizen-
ship.
Trifa has been accused of
hiding his World War II ties
to fascist organizations
when he entered the U.S.
and when he applied for
U.S. citizenship. He has also

Fund and the Allied Jewish
Campaign.
He is survived by his wife,
Lena; two sons, David and
Herbert; a brother, Carl; a
sister, Mrs. Clara Marks;
six grandchildren and three
great-grandchildren.

several hundred Jews.
The U.S began citizen-
ship revocation proceed-
ings against Trifa in 1975.
In 1980, he voluntarily
signed a consent decree
stripping him of U.S. citi-
zenship.• He is now con-
testing that action. His
petition has been denied
by the U.S. District Court
in Detroit and the U.S.
Court of Appeals in Cin-
cinnati.
If the Supreme Court de-
clines to hear Trifa's appeal,
the way would be cleared for
the U.S. to start deportation
proceedin6 against him.
If deported to Romania,
Trifa could stand trial for
war crimes.

Lord Barnett Janner Dies
LONDON (JTA) — Lord
Janner, the veteran British
Zionist politician, died May
4, a month before his 90th
birthday.
The outstanding figure in
British Zionism since the
days of the Galfour Declara-
tion, he had twice been
president of the Board of
Deputies of British Jews
and, on his death, was hon-
orary president of the
Zionist Federation of Great
Britain and Ireland.
He is survived by his wife,
Lady Elsie Janner, a daugh-
ter, and his only son, Gre-
ville Janner, the current
president of the Board of
Deputies and a member of
Parliament.
Born in South Wales,
Barnett Janner trained
as a lawyer and served in
the first World War. He .
entered Parliament in
1931 as the Liberal
member for the East End
Jewish district of White,
chapel. In 1936, he joined
the Labor Party and re-
, mained in Parliament
until 1970 when he was
given a peerage. He had
been knighted in 1961.
Lord Janner was popular
on the lecture platform and
he had spoken in Detroit
frequently for Zionist
groups.
He was closely associated

VIENNA — Simon Wie-
senthal announced that he
is close to capturing Dr.
Josef Mengele, the "Butcher
of Auschwitz."
Wiesenthal said his re-
cent offer of a $100,000 re-
ward has led to a number of
tips on Mengele's whereab-
outs in South America. •
