The recent upsurge of at-
tacks against Jewish in-
stitutions in Europe is
partly the result of their
relative vulnerability as

Europe, Perez noted: "One
of the reasons that we may
be seeing these attacks
against Jewish groups is be-
cause the official Israeli es-
tablishments, such as the
embassies, are so hardened
while softer targets are the
Jewish groups.
"When terrorists can't get
to the hard targets they go
for the softer targets."
Perez however, approv-
ingly cited increased secu-
rity measures around
Jewish institutions as an ef-
fective deterrent.
