(Res.) Gen. Major Raphael Vardi said in a radio interview that "dis- banding the municipalities . . . is turning moderates into radicals." He added that Jordan's decision at the Rabat Con- ference to give up its claim to the territories and turn the matter over to the PLO, and international recogni- tion of the PLO, is forcing residents of the territories to accept the PLO. His message, corn- municated by Rev. Jesus Delgado, centered in an admonition to form a gov- ernment of "national un- ity." As nearly as one can judge by several comments by State Department offi- cials, this is also the pro- gram of the Administration in Washington. It is a terrible mistake, demonstrating again how little is learned from past experience. When will church and political leaders in the free world, supposedly con- cerned for liberty and jus- tice, learn that embracing fascists in a coalition is no effective response to Mar- xist insurgency? In terms of percent-' ages, the voters of El Sal- vador, in spite of intimi- dation and risk to their lives, turned out en masse to give President Duarte a mandate to press for- ward with democratic re- form and rural renewal. "Against the bullets we have voted." But with the seats in the Assembly divided as they are, with "rotten boroughs" counting Assembly seats to counter-balance the mas- ses, with a badly split par- liamentary situation, a co- alition of fascists and reac- tionaries is now probable. All this is presented in the name of "national un- ity," and the chairmen and voices from our own State Department are as blind to the implications as were their predecessors blind to the implications of a Nazi parliamentary victory in 1933 and 1934. Polarization of choices is the favorite tactic of ter- rorists and totalitarians. I shall never forget a conver- , Yigal Allon: Hero of Israel sation with a very decent German layman in 1939, who expressed quietly his contempt for Hitler and the-- Nazis, but then concluded, "We had no good choice: it was either the Nazis or the Communists." Now, more than 40 years later, the same mistake is being made in El Salvador. A "national unity" gov- ernment in El Salvador, with the fascists in the dominant position, will simply guarantee that the revolutionary actions of the "left" will continue unabated — and with- considerably more eco- nomic and political tification than they h had up to now. More than that, they will have the support of Marxist cadres throughout Latin America, as well as the as- sistance of governments in the area already taken over by the Communists or their fellow travelers.
