Arens agreed that the U.S. and Israel share not only democratic values but a "common interest in opposing Soviet penet- ration" of the Middle East. However, he added, "The fact that we share co goals does not mean tha must agree on the means to achieve them. We differ on the danger to Israel of American arms shipments to countries that are in a state of war with us. Such arms shipments violate the two essential conditions" of Arab-Israel peace. Arens referred specifi- cally to the sale of AWACS reconnaissance aircraft to Saudi Arabia, a type of air- 'craft Israel does not have, and to_ present indications that Jordan will aks for — and the Administration will recommend — the sale of F-16 jets and Hawk mobile air defense systems to Jor- dan. Arens noted that to date no Palestinian Arab group has accepted the offer to negotiate autonomy. The AJCongress con- vention adopted a resolu- tion declaring that American Jews must not be silent on American foreign policy for fear of arousing anti-Semitism. In an apparent reference to criticism of American Jews for opposing last year's AWACS sale to Saudi Arabia, the resoltition de- plored "the 'fact that Jews are singled out for dispar- agement as a community whose- attachment to America is to be held under constant scrutiny. Other ethnic and nationality groups in this country — such as Greek Americans opposed-to arms for Turkey — correctly and freely exer- cise their right to criticize aspects of U.S. foreign pol- icy, with no one presuming to impugn their standing as Americans." In a related development, Howard Squadron, chair- man of the Conference of Presidents of Major Ameri- can Jewish organizations, said the :Reagan Adminis- tration's Middle East policy will not change in the af- termath of Israel's with- drawal from Sinai. That pol- icy is based on a deep com- mitment to the security and survival of Israel but also on direct support for anti- Soviet elements in the Arab world, such as Saudi Arabia, Squadron said. Squadron said that in Reagan's view; support for Israel and support for anti-Soviet Arab regimes must be part of U.S. pol- icy even if they conflict, and the President re- mains committed to both.
