$2 to $2.5 million.
"We have wild decor,
rowboats hanging upside
down from the ceiling, that
sort of thing,' said Joe
McHale, advertising man-
ager. 'We want to attract
young singles, the Bennin-
gan's crowd.' In comparison
to Gallagher's, a 14-unit
steakhouse chain operated
by the company, Carlos
O'Brien will cater to a
younger set and will have a
higher liquor-to-food ratio.
"The menu will feature a
number of Mexican entrees
as well as American
standards, such as hambur-
gers."

KIAMESHA LAKE, N.Y.
(JTA) - Rabbi Seymour
Cohen, the outgoing
president of the Rabbinical
Assembly, criticized organ-
izations within the Conser-
vative branch of Judaism
for failing to deal with a
broad range of social action
issues.
He also urged Conserva-
tive rabbis to mobilize in
opposition to the Moral
Majority and particularly,
Sen. Jesse Helms (R-N.C.),
who he charged was trying
to undermine the authority
of the Supreme Court on
such issues as busing, abor-
tion and public school
prayer.
Rabbi Arnold Goodman,
of Adath Jeshurun Congre-
gation, Minneapolis, was
elected president of the
Rabbinical Assembly, suc-
ceeding Cohen.
A nationally known
educator, author and
authority on constitu-
tional law, Rabbi Good-
man holds a law degree
from DePaul University,
in addition to his ordina-
tion in 1952 from the
Jewish Theological Sem-
inary of America.
In 1972, during a sabbati-
cal year in Israel, he qual-
ified as a member of the Is-
rael Bar Association.
For the past 15 years,
Rabbi Goodman has been a
lecturer on Jewish Studies
at the College of St.
Catherine for Women in St.
Paul.
He writes a regular col-
umn for the Clarion, a Min-
neapolis weekly, and writes
regularly for various local
and national publications.

BONN (JTA) - Govern-
ment sources predicted here
that the Middle East will
soon be given a position of
high priority in West Ger-
man diplomatic activity.
They said that the com-
pletion of Israel's with-
drawal from Sinai has
opened a new chapter in
Middle East diplomacy and
the joint European efforts
will soon be made to resolve
the Palestinian issue. In
Bonn's view, such efforts
are essential to speedy pro-
gress toward a general
peace settlement.
The sources said that
while Bonn is standing by
the European Economic
Community's 1980 Venice
declaration calling for the
Palestine Liberation
Organization to be associ-
ated with the peace process,
it is equally anxious to im-
prove relations with Israel.
Foreign Minister Hans-
Dietrich Genscher is ex-
pected to announce a date
for his planned visit to Is-
rael within the next few
weeks.
