Jane Stern, president of the university's American Board of Overseers, said Dr. Emanuel Rackman, president of Bar-Ilan, will confer honorary Doctor of Tlumane Letters degrees on Ar. and Mrs. Belfer. Detroiter Phillip Stollman, chairman of the Global Board of Trustees, will head the academic procession. Arthur Belfer is chair- man of the board of Belco Petroleum Corp. and president of the Belfer Foundation.
