West Germany officially views the scheduled with- drawal of Israel from Sinai Sunday as a decisive day in Middle East diplomacy and expects new diplomatic in- itiatives to follow. Bonn has kept silent on this point so as not to rankle Israel. But the visit to Jerusalem by Foreign Minister Hans- Dietrich Genscher, planned for May, has been post- poned. ABBE A.
