The program was set up in response to a CBS News report which claimed that as many as 150 soldiers of the 82nd Airborne Division, which has provided troops for duty in the Sinai, showed signs of drug use in urinalysis tests. The CBS report said that one-third of the 150 soldiers were re- placed before the U.S. con- tingent traveled to the Mid- dle East.
