THE DETROIT JEWISH NEWS Arab Supporters Pressure Bonn to Invite Qaddafi BONN (JTA) —The Bonn government is coming under increasing pressure from pro-Arab members of the Bundestag and the rul- ing Social Democratic Party • (SPD) to issue an official in- vitation to Libya's leader Col. Muammar Qaddafi to visit West Germany. However, in spite of this pressure, Chancellor Hel- mut Schmidt is said to be opposed to such a move. The campaign to invite Qaddafi is being led by member destag .rgen Moellemann, one of the most outspoken anti- Israeli politicians in Bonn. Moellemann, a chair- man of the German-Arab Friendship Association, - has publicly denied the charge that the Libyan ruler is enhancing inter- national terrorism. The — Bundestag deputy, who is close to Foreign Minis- -- ter Hans-Dietrich Genscher, has often ful- filled delicate missions with which the Foreign Ministry did not want to be publicly associated. Meanwhile, the German _ . weekly, Der Spiegel, re- ported that Genscher himself has taken a strong position in favor of inviting Qaddafi to Germany, In private con- sultations, he is reported to have told Schmidt that West Germany would benefit politically, dip- lomatically and eco- nomically from such a move. Another supporter of an invitation to Qaddafi is Hans-Juergen Wis- chnewski, a long-time spon- sor of the Arab cause in Bonn and a top aide of Schmidt. Wischnewski, nicknamed "Ben-Wisch" for his Arab connections, has argued that West Germany could easily fill the vacuum left in Libya by the United States and draw major economic and political benefits. Still another supporter of the controversial invi- tation is Interior Minister Gerhart Baum of the Free Democratic Party, the junior coalition party. They note that since the Austrian leader is still being criticized for having re- cently invited Qaddafi to Vienna, a similar visit by Libya's ruler to Bonn would take him off the hook. Fewer Soviet Jews Coming to Vienna, NCSJ Reports NEW YORK (JTA) — The National Conference on Soviet Jewry (NCSJ) an- nounced that only 289 Soviet Jews reached Vienna in March. During the first quarter of this year, 862 exit visas were granted to Soviet Jews, a 75 percent drop from 1981's first quarter figure of 3,506; a 90 percent fall from the 8,875 Soviet Jews who emigrated during the first quarter in 1980, and a 93 percent dip from 1979's first quarter peak of 11,977. A monthly emigration comparison further demon- strates the deteriorated situation. In March 1979, when emigration was at a high point, 4,418 Jews left the Soviet Union. In the same month, this year, since only 289 Jews arrived in Vienna, emigration had fallen 93.5 percent. Meanwhile, Ida Nudel, back in Moscow after four years of exile in Siberia, told relatives Arabists Seek Begin's Nobel Price Revocation BONN (JTA) — The German-Arab Friendship Association has called on the Nobel Committee in Stockholm to revoke the Nobel Peace Prize awarded to Israeli Premier Menahem Begin in 1979 for his role in negotiating the peace treaty with Egypt. Egyptian President Anwar Sadat was the co-recipient. The pro-Arab group said in a cable to Stockholm that Begin forfeited the prize be- cause he was responsible for the fatal shooting of Arab demonstrators during re- cent clashes with Israeli se- curity forces on the West Bank and Gaza Strip. The Friendship Associa- tion, which includes mem- bers of all three political factions in the Bundestag, also attacked the Reagan Administration for support- ing Israel. In a press release pub- lished here, the association said Israel could not have carried out its policies with- out American consent. "Don't be so optimistic" that she will be allowed to leave the Soviet Union soon. In a telephone conversa- tion with her sister in Is- rael, Ilana Friedman, Nudel said "It won't happen quickly, as you would wish. She said an "ovir" (Sovet Visa Office) official had told her that her suffering in exile did not automatically give her preferential rights in her application — now resubmitted — to emigrate. She was told first to get a formal permit to resume liv- ing in Moscow, and then a formal affidavit from her relatives in Israel, part of the bureaucratic process. Study Claims Arab Lobby in England Losing Ground LONDON (JTA) — A new study finds that "the pro- Arab lobby in Britain has not achieved much in terms of influencing British public opinion" and that the Pales- tine Liberation Organiza- tion "has been unable to enlist a broad-based grassroots movement. The study, published by the Institute of Jewish Af- fairs, the research arm of the World Jewish Congress, examines 10 anti-Israel /pro-Arab organizations which are active in Britain. Among the groups covered by the survey are the Gen- eral Union of Palestine Stu- dents, the British Anti- Zionist Organization, and the Council for the Ad- vancement of Arab-British Understanding. The study warns that it would be false to conclude that "there exists a monolithic pro-Arab lobby ,in Britain."
