Casino Proposal Stirs Debate

TEL AVIV — Several
years ago a group of inves-
tors submitted to the
Municipality of Tel Aviv a
proposal to build a casino,
but it was rejected.
Now the mayor of Tel
Aviv, Shlomo Lahat, has
declared that he favors a
casino because it would at-
tract many tourists from
abroad. Minister for
Tourism Abraham Sharir
and the managers of the
hotels in Tel Aviv are in
favor of this plan. Mayor
Lahat stated that Tel Aviv
has no attraction like the
Western Wall in Jerusalem,
which draws many tourists
to the capital.
Before the Israeli gov-
ernment could deal with the
subject, a public con-
troversy broke out about it.
Former Tel Aviv Mayor
Haim Levanon came out
strongly against turning
Tel Aviv into a Las Vegas.
"Why say yes to a Casino
and no to prostitution?" he
asked. "We do not need an
easy income. We are not in-
terested -in tourists who
come to Israel for games."
Vice Mayor Hahn Bas-
sok from the National
Religious Party is against
a casino. "We rejected
such a proposal years
ago," he said. "It would
be horrible if Jews from
all over the world came to
Israel and lost their
money in games, and af-
terwards climb to the top
of the highest building in
Tel Aviv, the Peace To-
wer, and jump from it."
The chairman of the cul-
- tural commission of the
Knesset,. Ora Namir, op-
poses the casino. She said,
"Israel tried to fight corrup-
tion and crime. The opening
of a casino would only bring
many criminal elements
with forged passports to Is-
rael in order to play in the
casino. We always boast
about our morality. Why
should we support the es-
tablishment gambling."
Mayor Lahat has tried to
develop Tel Aviv into a
modern cultural city, to
compete with Jerusalem.
He wants to hold a free
music festival this year,
with a budget of $60,000
from the city. But the politi-
cal opposition came out
strongly against the plan.
They maintain that Lahat
is trying to enhance his re-
election chances before the
November municipal elec-
tions.
They demanded a post-
ponement of the festival
until 1983 and argued that
Tel Aviv could not afford a
festival this year.
