House Is Told Arms Sales
to Arabs Hit Israel Economy
WASHINGTON (JTA) —
Two members of the House
charged last week that the
sale of sophisticated arms to
Arab countries by the
United States increases Is-
rael's economic difficulties
because Israel then seeks
additional arms to meet
what it sees as a new threat
to its security.
Rep. Millicent Fenwick
(R-N.Y.) told a meeting of
the House Foreign Affairs
subcommittee on Europe
and the Middle East that if
she were an Israeli she
would want more arms fol-
lowing the sale by the U.S.
last year of five AWACS
surveillance planes to Saudi
Arabia. Rep. Benjamin Ro-
senthal (D.-N.Y.) declared:
We are going to drive the
Israelis into bankruptcy."
They commented as
Kirkpatrick Refuses to Meet
With PLO Member at UN
age and the decency to
honor" his request and ac-
cused her of not performing
her duty as president of the
Security Council.
Kirkpatrick did not -re-
spond to Terzi's accusation
during the debate. Sources
claimed that she main-
tained that since the PLO is
not a member-state, she was
not obliged to meet with its
representative.

Morris Draper, deputy
assistant secretary of
state for Near Eastern
and South Asian affairs,
testified before the sub-
committee on the Reagan
Administration's pro-
posal to provide Israel
with $1.7 billion in
foreign aid for the 1983
fiscal year, a $300 million
increase over the current
year, and $785 million in
economic aid.
Draper said the U.S. aid
program was committed to
maintaining Israel's "tech-
nical edge" and "qualitative
military advantage" in the
Middle East. He contended
that the U.S. believed Israel
was in a stronger position
today than it was on the eve
of the Yom Kippur War, but
implied that this was be-
cause Egypt was weaker
militarily.
JEANE KIRKPATRICK
UNITED NATIONS
(JTA) — The U.S. Ambas-
sador to the United Nations,
Jeane Kirkpatrick, who is
currently president of the
Security Council, • turned
down a request by the
Palestine Liberation
Organization observer,
Zehdi Labib Terzi, for a
meeting in her capacity as
president of the Council.
That fact was disclosed by
Terzi who address the Secu-
rity Council debate on the
situation on the West Bank
and Gaza Strip.
Terzi said Kirkpatrick
should have had "the cour-

BONN (JTA) — A Bun-
desta.g member who com-
pared West Germany's
school system unfavorably
with that of the Nazi era has
drawn angry protests from a
variety of groups in the
state of Hesse.
Walter Picard, a member
of the opposition Christian
Democratic Union,
said at an election rally that
political indoctrination in
today's schools in Hesse is
even worse than it was
under the Nazis.
Protests came from the
Association of Hesse
Teachers, the Social Demo-
cratic Party and several
other organizations. One
statement noted that Picard
ignored the fact that under
the Nazis, Jewish pupils
were expelled from German
schools as a'matter of policy.
