Reagan M.E. Aid Proposals Hit by Byrd WASHINGTON — Sen. Robert Byrd (D-W. Va.), in a letter to President Reagan, has criticized the Adminis- tration's new foreign aid policy. Sen. Byrd noted that the Administration proposal to increase aid to Egypt by $200 million, while cutting Israel's share by $50 million did not seem fair in lieu of Israel's costly withdrawal from the Sinai. The Reagan proposals on Middle East aid call for $400 million in grants and loans to Egypt for $982 and $300 million, all in loans, to Israel. It is our own past which has made us what we are.
