tional, Scientific and Cul-

ESCO) as "the most
troubling."
The report stated that the
UN human rights agencies
still have a long way to go in
correcting the selective
morality that concentrates
on violations in a few coun-
tries only and ignores
others. "Neither authorita-
rian nor totalitarian re-
gimes should be permitted
to subscribe formally to in-
ternational human rights
standards while violating
them in practice," the report
declared, adding that the
defense of human rights
should be a permanent part
of the U.S. foreign policy
agenda.
The report concluded by
noting that the UN's "moral

lies in a reputation for fair-

tiveness," without which it
cannot command respect.

The city of Southfield's

scheduled March 29 and
April 1 to hear the com-

Jew and could not work on
the Sabbath.
The officer, Jacob Tewel,
32, is being paid pending
the outcome of the hearing.
Tewel's attorney, Barry

NEW YORK — Two
members of the Red
Brigades claim that the Ita-
lian terrorist group has had
contacts with similar or-
ganizations abroad, includ-
ing the PLO.
Antonia Savasta, the Red
Brigades leader who or-
ganized the kidnapping of
U.S. Brig. Gen. James
Dozier, said in a court de-
position that the PLO
sought contact with the
group following the murder
of former Prime Minister
Aldo Moro in 1978.
Another Red Brigades
member, Patrizio Peci,
claims the PLO has
supplied the group with
arms.

revived controversy over
the murder, triggered by
the publication of a book by
a leading Israeli historian,
Shabtai Tevet, which ap-
peared to cast doubt on the
acquittal of two young Re-
visionists, Avraham
Staysky and Zvi Rosenblatt,
who were originally ar-
rested for the murder.
The crime deepened the
bitterness between the then
Labor majority and the Re-
visionist movement in
Palestine and among the
Zionists in the Diaspora in
the 1930s.

federal funding ended.
Howard said Tewel

Robert Block, assistant to
the city administrator, de-
nied the religious discrimi-

Tewel was fired because "he

NEW YORK — The
Anti-Defamation League of
Bnai Brith has urged the
State Department to recon-
sider its decision to remove
Iraq from the list of nations
that support international
terrorism.
The action was taken be-
cause of evidence linking
Iraq to attacks on El Al of-
fices in Rome and Istanbul
and Israeli missions in Vie-
nna and Athens during
1981.

Senator Daniel Moyni-
han (D-N.Y.) on Sunday
called upon the U.S. to
declare its intention to
"suspend participation
in the General Assembly"
and "to withhold its as-
sessed contribution to
the United Nations" if Is-
rael is "expelled, sus-
pended, denied creden-
tials or in any other way
or manner denied rights
and privileges in the
General Assembly."
Moynihan, a former U.S.
Ambassador to the UN, ad-
dressed the Young Israel
movement at its 70th an-
niversary national dinner
in Manhattan.
On Monday, Jeane
Kirkpatrick declared that
the UN "has effectively
been eliminated as a useful
mediator in the Middle East
conflict" because its "objec-
tive is to isolate and denig-
rate Israel."
Addressing 300 govern-
ment, business and Jewish

community leaders at the
seventh annual Conference
on Social Concerns spon-
sored by the Agudath Israel
of America, Kirkpatrick
said she saw no UN role in
Middle East peace negotia-
tions.
