Congressional
Measure Warns
UN on Israel
Rep Says Pressure on USSR
Will Help Soviet Jewry
WASHINGTON (JTA) —
A resolution warning the
United Nations against any
action that would bar Israel
from the General Assembly,
was introduced last week in
both houses of Congress by
Sen. Daniel Moynihan
(D-NY) and Rep. Jack
Kemp (R-NY).
The resolution would
suspend U.S. participation
in the General Assembly
and withhold U.S. funds if
Israel "or any other democ-
ratic state" is "expelled,
suspended, denied its cre-
dentials or in any manner
denied its rights and
privileges in the General
Assembly."
The resolution is stronger
than one proposed last
month by Rep. Tom Lantos
(D-Calif.) which does not
mention Israel by name and
does not specify what action
the U.S. would take.

today and Saturday "Ida
Nudel Shabat," it was an-
nounced by Rabbinical
Commission President
Rabbi Ernst Conrad of
Temple Kol Ami.
Miss Nudel will be al-
lowed to emigrate once she
is released from Siberian
exile Saturday. Miss Nudel,
who had applied for permis-
sion to emigrate to Israel in
1971, was sentenced to exile
in June 1978 for publicly
displaying a banner de-
manding to join her sister in
Israel.
Prior to her exile, Miss
Nudel had been regarded as
the "guardian angel of the
prisoners of conscience" be-
cause of her ceaseless efforts
on behalf of those Jews serv-
ing prison sentences as a re-
sult of their effort to emig-
rate to Israel or enhance

JERUSALEM — An
Arab member of the
Israeli-sponsored village
leagues in Judea and
Samaria has quit.
Ismail Fatah, from a vil-
lage near Hebron, quit the
league after Jordanian
radio braodcasts said Jor-
dan would prosecute anyone

LOS ANGELES (JTA) —
Spencer Oliver, deputy
chairman of the U.S. dele-
gation to Madrid to review
compliance with the Hel-
sinki Accords permitting
free emigration from the
Soviet Union, urged that
public pressure regarding
the issue of freedom for
Soviet Jews continue to be
applied on the Soviet gov-
ernment.
Speaking to some 150
participants at a regional
meeting sponsored by
Jewish Federation Coun-
cil's Community Relations
Committee, Oliver said that
such pressure serves to keep
the Soviets "honest" be-
cause it makes them aware
that the West has not for-
gotten the promises made at
Helsinki.
In San Francisco, Mayor
Dianne Feinstein has is-
sued a proclamation urging
"all those who cherish free-
dom" to call upon the Soviet
Union to release prisoner of
turai life in the USSR.
Area rabbis are being
asked to supply their con-
gregants with background
sheets on Ida Nudel and
postcards to be sent to Pres-
ident Reagan on her behalf.
In addition, the Detroit
Soviet Jewry Committee of
the Jewish Community
Council has made posters of
Ida Nudel available to con-
gregations for their use on
Ida Nudel Shabat.
