Hussein has formed a
volunteer brigade to fight
alongside the Iraqis in the
bogged-down Iranian-Iraqi
war, which for the time
being impedes Arab League
strategy in the continuing
war against Israel. In the
meantime, Syria's plan to
take over Lebanon, of which
two-thirds is already in
their hands, has been im-
peded by the resistance of
the remaining Christian
forces. A temporary confu-
sion was introduced when
the fundamentalist Muslim
Brotherhood staged a revolt
in the important city of
Hama. But that city now
lies .in rubble and the revo-
lutionaries are being
slaughtered to the last man
by dictator Assad's army.
In the fratricidal world
of the Arab League, the
Reagan Administration's
decision to try to build up
the old-fashioned de-
spots of Saudi Arabia,
Kuwait and Oman is pre-
carious enough. Don't
they remember the disas-
ter of Iran, where a
poorly-conceived
strategy of arming an
old-fashioned despot to
the teeth collapsed — and
provided Russia with the

Qaddafi Ends
'Austrian Visit

VIENNA (JTA) — Col
Muammar Qaddafi of Lybia
ended a four-day official
visit to Austria Sunday
which was widely criticized
by the opposition parties,
the local news media, the
Jewish community and by
Israel which regards the Li-
byan leader as its most im-
placable Arab foe.
Before leaving Vienna,
Qaddafi held a press confer-
ence from which he tried but
failed to exclude Jewish
journalists. He bitterly at-
tacked the United States
and President Reagan per-
sonally.
According to Chancellor
Bruno Kreisky who was
Qaddafi's host, the Libyan
leader had a long-standing
invitation to visit Austria.
Other sources indicated
that he had in effect invited
himself and Austria, heav-
ily dependent on Libya for
crude oil and searching for
markets for its manufac-
tured products, could not
turn him down.

French Ship
Missiles to Libya

PARIS (JTA) — France
delivered the first of a series
of highly sophisticated mis-
sile boats to Libya, equipped
with surface-to-surface
missiles, similar to the
Cherbourg class vessels it
built for Israel more than a
decade ago.
Meanwhile,
Israel
Foreign Minister Yitshak
Shamir charged that Libya
is purchasing arms for
Palestinian terrorists in
southern Lebanon and
therefore bears responsiil-
ity for the "explosive" situa-
tion there.

latest and most sophisti-
cated American equip-
ment?
Is Weinberger's overture
more of the same, or does it
mark an extension of
American influence and
equipment — he hopes! —
into the jungle of the 20th
Century dictatorships that
make up the other sector of
the Arab League? That
would be brinksmanship
with a vengeance!
All of this is done with lit-
tle or no regard for the lives
of the people of Israel. Israel
took on tremendous risks
for the sake of getting a
peace process going in the
Near East. The Sinai, which
provided 'depth in defense,
will be given up April 25.
Unlike the Arab League
governments, where direc-
tions can be changed over-
night, the government of Is-
rael has stayed by its prom-
ises even after the assassi-
nation of President Sadat
made those promises ten-
fold more dangerous. And
now this Administration,
having already broken U.S.
promises in the deal with
the Saudis, proposes to add
to the mortal danger the Is-
raelis are already in!
How are we to under-
stand a series of Ameri-
can betrayals of our only
dependable ally, and the
only democratic gov-
ernment, in the area?
Does Ronald Reagan,
with his reliance on a movie
star's smile and reiterated
verbalizations of friendli-
ness, suppose that after

what Menahem Begin and
his associates have experi-
enced in their lifetime they
are going to forget facts and
succumb to verbal blan-
dishments?
Are we simply seeing
what cynics started saying
of American policy after
World War II: If you want
American government as-
sistance you must have a re-
cord as an enemy, not as a
friend?
Or are we simply seeing
an extension of a far more
dangerous policy: If there's
enough money involved, ev-
erything is for sale?
Since American foreign
policy interests, as well as
Israel's survival, are at
stake, it is encouraging to
hear rumors that the Secre-
tary of State, Alexander
Haig, is at odds with Wein-
berger's enterprises. It
would be better if we had a
consistent American
foreign policy, one in which
our verbal commitments
and our actual conduct
made sense to both friends
and foes. As it is, we have to
hope that the common sense
sector of the Administration
will win out.
