French Deny They OK'd Arms Sale to Israel

PARIS (JTA) — France
on Monday denied that the
sale of French arms to Israel
was discussed during Presi-
dent Francois Mitterrand's
visit to Israel last week. An
official communique re-
leased by the French
Foreign Ministry said this
subject "was not discussed
at any moment" during Mit-
terrand's trip.
The communique added,
"There is no reason for this
subject to be raised at the
forthcoming session of the
Franco - Israeli economic
mmission" which is to
Jet April 29 in Paris.
French papers quoted Is-
raeli Foreign Minister Yit-
zhak Shamir as saying the
commission will deal with
this issue.
The communique added

that the sale of a French
nuclear reactor will have to
be discussed by French and
Israeli technicians and will
therefore probably not be
raised either at the Franco -
Israeli commission's ses-
sion. The commission has
not met for 15 years and its
reactivation is seen by
French official circles as one
of the concrete results of
Mitterrand's trip to Israel.
The French Foreign
Ministry's communique
was issued after French
news media quoted
Shamir as saying that the
joint commission will
discuss the two issues.
Shamir noted in a TV in-
terview and again in Sun-
day's Cabinet briefing that
while Mitterrand, in his
Knesset address March 4,

Anti - Evacuation Settlers
Hinder Workmen in Yamit

• TEL AVIV (JTA) — Far-
mers from villages in the
Yamit area Wednesday
prevented workmen from
the Mekorot Water Co. from
carrying out what the hyd-
raulic engineers described
as urgent repairs.
The farmers said they
feared the Mekorot men
were beginning to disman-
tle the water pipelines to
their farms as part of the
withdrawal process, saying
they had noted a "clear drop
in the'water pressure."
But the Mekorot men said
they were merely changing
pump parts to cater to the
decreased load as army
camps and civilian farms
are emptied, with heavier
equipment being moved to
new areas.
Meanwhile, security
forces were guarding
heavy cranes and other
Jewish Agency equip-
ment, some of which has
been sabotaged by anti-
withdrawal squatters to
prevent its use in dis--
mantling hothouses and
farm equipment.
Other parts of the Yamit
area were quiet but tense
Wednesday. Soldiers Tues-
day night removed from
empty houses squatters who
had infiltrated back into
Priel and Talmei Yosef vil-
lages after having been re-
moved from there a day or so
previously. Some 23 of them
are under detention.
Meanwhile, the southern
area commander, Gen.

magazine interview that

Egyptian Foreign Minister
Kamal Hassan Ali, on a
one-day visit to Israel,
toured the old international
boundary in Sinai with De-
fense Minister Ariel Sharon
Monday.
Their helicopter survey is
intended to help them reach
an agreement on details of
the border to be established
between Israel and Egypt
after Israel completes its
withdrawal from Sinai on
April 25.

`The U.S. Budget
Endangers Israel'

Sen.' Carl Levin (D-Mich.)
has charged that the
Reagan Administration's
budget cuts for research in
alternative -energy sources
will continue U.S. depen-
dency on Arab oil and en-
danger Israel's future.
"We will spend $9.7 bill-
ion on a Rapid Deployment
Force designed to protect
Arab oil interests," Levin
told a Jewish audience in
Miami last week, "but in the
same period of time, we may
not spend even a billion dol-
lars on efforts which reduce
our reliance on that oil."
Speaking to the Com-
bined Jewish Appeal - Israel
Emergency Fund of South
Dade County, Levin warned
that acceptance of the
Reagan energy budget is ac-
ceptance of a situation
which "once again put our
foreign policy independence
at the mercy of the Arab
oil-producing states."
He declared that "Israel's
future is threatened by
America's energy depen-
dence as well as (Arab)
Military might."

United Nations Secretary -
General Javier Perez de
Cuellar was urged by Bnai
Brith International to use
all of his powers to discour-
age member-nations from
violating the UN's Charter
and rules of procedure af-
fecting due process-for every
member state.

spoke openly in favor of a
Palestinian state, he stres-
sed that he did not seek to
impose his views nor did he
support the concept of a
European initiative sepa-
rate from American
peacemaking efforts in the
region.
Israel for its part, said
Shamir, believed it could
draw closer to France across
a wide spectrum of bilateral
matters despite the political
differences aver the key
Palestinian issue. This ap-
proach, moreover, could
hopefully apply to Israel's
relations with other leading
states in Europe, Shamir
said.
Israeli Premier Menahem
Begin became ill during the
state dinner for Mitterrand.
Doctors said Begin was suf-
fering from exhaustion.
After resting at home that
night he returned to his of-
fice the next day.

During Mitterrand's
visit, four Arab mayors —
Bassam Shaka of Nablus,
Karim Khalaf of Ramal-
lah, both of whom had
been injured in bomb at-
tacks two years ago, Elias
Friej of Bethlehem and
Rashad a-Shawa of Gaza
— met with French
Foreign Minister Claude
Cheysson and handed
him a five-page
memorandum outling the
"plight" of the Palesti-
nians in the administered
areas.
The meeting, which took
place in Jerusalem at the
residence of the Consul
General of France, was in-
itiated by the French who
wanted to demonstrate that
even at the height of the
rapprochement with Israel,
they were not neglecting
the Palestinian problem.
The mayors, who were
joined by Dr. Abu Ghazale
of Nablus, who reportedly
plans to form a Palestinian -
French friendship associa-
tion, asked that Mitterrand
intercede with Israeli au-
thorities for the return of

the mayors of Hebron and
Halhoul who were deported
three years ago.
The memorandum they
gave Cheysson included a
list of demands which called
on France not to join the
Camp David peace process
and the multi-national
peacekeeping force in Sinai
after Israel withdraws April
25, and also urged France to
recognize the PLO as the
sole representative of the
Palestinian peope.
