PARIS (JTA) — A serious rift has developed between Premier Pierre Mauroy and Foreign Minister Claude Cheysson over French pol- icy in the Middle East. Mauroy, French political sources say, is highly upset by Cheysson's recent pro- Palestinian declaration and has asked President Fran- cois Mitterrand to drop him from the government at the first feasible opportunity. Cheysson said last weekend, while on an offi- cial visit to Abu Dhabi, that a Palestinian state should be set up on the West Bank. The minister also said that the Palestine Liberation Organization is best suited to represent the Palesti- nians in any future negotia- tions. Israel energetically re- fuses even to con- template such a possibil- ity and Cheysson's statements, one week be- fore Mitterrand's trip to Israel, provoked a major row in French political circles, including the Cabinet itself. Official spokesmen tried to play down the gravity of the interministerial rift but circles close to the govern- ment said Mauroy plans to ask Mitterrand to arbitrate his differences with Cheys- son. The row was caused less by differences of opinion be- tween the two men than by the premier's conviction that Cheysson had chosen a most untimely moment to make these views known. Mauroy found out about the foreign minister's declara- tions from wire services dis- patches while on an official visit to Tunisia. Several marginal French Jewish organizations have protested against Cheys- son's declarations, but the Israel Embassy in Paris and JNF Galilee Projects Aided by S. America JERUSALEM (JTA) — The Jewish National Fund's development projects in the Galilee have received a con- siderable boost through the work of Latin American Jewish communities. Forests are being named after Latin American Jewish leaders and institu- tions, parks and picnic areas are being developed, long-established moshavim are being replanned and considerable funds are being directed at the estab- lishment of new outposts in the Galilee. 35,000-member The Jewish community of Mexico has undertaken several projects, including the replanning of the moshavim at Goren and Zuriel which involves pav- ing sidewalks, planting gardens, improving the ex- teriors of buildings and fix- ing outdoor lighting. The Mexican Jewish community also contributed funds for the planting of a 150,000- tree forest along the Acre- Safed road. Israel's best friends can prevail on it to moderate its positions and ulti- mately reach an agree- ment with the Palesti- nians." The Tunisians reportedly fear, however, that time is running short and that un- less an agreement is soon reached, a new war will break out in the area. M'zali told the French Premier at the state dinner he held in his honor Thurs- day night that "it is of the utmost urgency to explore new ways to break the__ (Mideast) deadlock and to start a true peace process." He warned that "unless the PLO is fully associated with the negotiations, these are doomed to fail." Mitterrand will meet the Palestinian leaders on the West Bank when he visits Israel next week, the East Jerusalem Arabic daily El Kuds reported. the major Jewish communal organizations have refused to comment. Both Israel and the major Jewish bodies are determined not to do any- thing liable to spoil Mit- terrand's trip next week to Israel or mar the friendly climate and the chances to improve Franco-Israeli relations. Meanwhile, Mauroy reit- erated in an Arab capital France's "loyal friendship for Israel which has the right to live in peace within safe, recognized and guaranteed borders" but added that Paris is also the friend of the Palestinian people. Mauroy, who was speak- ing last week in Tunis, the site of the Arab League secretariat, said he wanted to make his government's position "clear." He said: "(President Francois) Mitterrand will clearly tell the Israelis our position which can be sum- med up as: 'Justice for all the nations, security for all states.' The French premier also said that the Palestine Liberation Organization `cannot be kept away from the negotiations for a global peace.' " Mitterrand is scheduled to visit Israel next month.
