attending public educa-
tional institutions.
Many experts attribute
this trend to higher eco-
nomic expectations, chang-
ing work patterns and the
influence of TV. Others cite
contact with the more Wes-
ternized Israeli Jewish
woman, Israeli progressive
legislation and a highly-
developed trade union sys-
tem.
Regardless of the
cause, in most respects,
the welfare of the Arab
woman (particularly in
her legal status) is better
in Israel than in the Arab
states, although it must
be viewed with the con-
text of the overall prob-
lems of Israel's Arab
minority.
For example, according to
UNESCO, 89 percent of Is-
raeli Arab girls attend
elementary school (97 per-
cent in the cities), compared
to 52 percent in Egypt, 24
percent in Saudi Arabia and
71 percent in Jordan. While
one should note that the
female drop-out rate is con-
siderable, women constitute
32 percent of Israel's Arab
students.
But the Israeli Arab
woman is striving to adapt
within the framework of her
religion and without
endangering her traditions.
"We can't imitate. We
have good traditions and
we're proud of them," ex-
plained Enaem Zuabi of
Nazareth. As the wife of a
Knesset member and a tra-
ditional Moslem, Zuabi has
worked for the social and
educational advancement of
Arab women since 1950.
While progress has
been made, Israeli-Arab
leaders called on the
women at the Haifa con-
ference to fight for their
rights, especially those
already granted by law.
Amel Khoury, one of the
first Arab women to become
a lawyer, reviewed Israel's
sexual equality law8-, warn-
ing that "there is legal
equality, but inequality in
practice.",
Likewise, Miriam Mari, a
Haifa University graduate
now studying for her docto-
rate in education psychol-
ogy at Michigan State Uni-
versity, reviewed
psychological barriers, and
Nelly Karkawi of the na-
tional secretariat of
"Na'amat" women's organ-
ization explained the im-
portance of "progress by
mutual agreement with
husband and family."
As women fight for equal
rights throughout the
world, it is evident that the
old stereotypes of the Arab
woman are also being dis-
carded. While the Israeli
Arab woman leads her sis-
ters in neighboring Arab
states, she still faces a long
journey on the road to social
and educational equality.

Bonn Denies East Germany
Training Neo-Nazi Agents
BONN (JTA) — The West
German Internal Security
Service denied Sunday a re-
ported statement by one of
its senior officials that East
Germany was systemati-
cally aiding neo-Nazi
groups in West Germany
and "planting" neo-Nazi
agents in the Federal Re-
public.
The charge was made by
Gerhard Boedden, who
heads the anti-terrorist di-
vision, during a seminar on
international terrorism in
Rome last week. Boedden
said later that he was incor-
rectly quoted. But sources
confirmed that Beedden's
information was well-
known to the government
but Bonn treated it in stric-
test confidence so as not to
disturb delicate negotia-
tions aimed at improving
relations with the East
German regime.
The sources said that the
members of the internal se-
curity services have been
urging that the matter be
brought into the open but%
were turned down by Inter-
ior Minister Gerhard Baum.
Boedden also stated in
Rome that the Palestine
Liberation Organization
was training both neo-Nazi
terrorists from Germany
and leftist urban guerrillas.
