THE DETROIT JEWISH NEWS Israelis Continue Battle Over Sinai Withdrawal By MOSHE RON The Jewish News Special Israel Correspondent TEL AVIV — The 26th of April is approaching, the day on which Israel has to evacuate the whole of Sinai according to the Camp David agreement. Hun- dreds of Jewish families which have built their fu- ture in this region have to leave it and look for new homes and places. Therefore, it is only natural that the decision of paying indemnities to the families is so complicated. It has met with sharp criti- cism in many parts of Israel with the accusation that the Sinai families are trying to gain huge sums from the Is- raeli government. At a time when the gov- ernment is fighting infla- tion and has to decrease the important budgets of the Ministry for Education and the Ministry for Social Wel- fare which aid poor families, old and sick people and schoolchildren, the evacuees from Yamit and Sinai are demanding as- tronomic indemnities for their removal from this region. - The government insists on taxing the inde- mnities, and that part of them should be paid in government obligations over a period of 10 years. Hundreds of members of Hashomer Hatzair kibut- zim have demonstrated in front of the Knesset build- ing against the "soft" han- dling by the government of the situation in Yamit and Sinai. They demand that each apartment be re- deemed with an apartment and a piece of land for a piece of land. They claim that each family in Yamit demands a sum equal to a worker's wages for 40 years. At the same time, hun- dreds of inhabitants of Yamit have demonstrated in front of the residence of Prime Minister Menahem Begin in Jerusalem against the evacuation of Sinai. A delegation was to be re- ceived by the Prime Minis- ter in order to voice their demands, but some of the demonstrators did not want to be excluded. They clashed with the police and 11 were arrested. The three Knesset members of the Tehiya movement, Prof. Yuval Neeman, Geula Cohen and Hanan Porat, have con- vened their supporters in order to decide on how to interfere with the with- drawal from Sinai. Some 150 young mem- bers. of the movement in Tel Aviv have decided to visit Yamit every weekend in order to help the inhabitants in their struggle against the evacuation. An estab- lishment of a settlement of youngsters is planned. Recently, 15 families Cabinet OKs New Budget JERUSALEM (JTA) — The Cabinet approved a 475 billion shekel ($26.4 billion) austerity budget which would reduce expenditures for education by three per- cent and freeze defense spending at current levels. It immediately touched off a two-hour protest strike by teachers. The paring of the educa- tion budget represented a- compromise between Fi- nance Minister Yoram Aridor, who had demanded a 7.5 percent cut, and Edu- cation Minister Zevulun Hammer, who wanted no cuts at all. Their differences were mediated by Econom- ics Minister Yaacov Meridor. The Cabinet added sev- eral provisions, including assurances that there would be no second shifts in public - schools because of the re- duced budget and a promise to add several dozen classrooms "to solve specific problems." The Cabinet also stated that its wage policy for the public sector would include the educational system and that any de- viation from the policy would have to come from the newly approved Edu- cation Ministry's budget. That provision stirred the ongoing controversy with teachers over implementa- tion of the Etzioni report which recommended last year a drastic reform of the education system to im- prove its standards and the salaries of teachers. The treasury is opposed to the recommendations on grounds that they are in- flationary. Sharon Seeking Defense Funds from Private Industry TEL AVIV (JTA) — De- fense Minister Ariel Sharon has urged local indus- trialists to help finance Is- . rael's next generation of sophisticated weaponry by investing the projected Lavie jet fighter, the new Merkava tank and a pro- posed new missile boat. Addressing members of the Manufacturers Associa- tion Sunday, Sharon claimed that Israel is an "entire industrial genera- tion ahead" of most Western arms manufacturers. He of- fered no examples, however, beyond the extraordinary measures taken to protect the crews of the Merkava tank which earned that machine the nickname, "Jewish Mother." Israel reportedly is run- ning into problems in trying to induce foreign financial participation in the Lavie. American manufacturers are understood to be in- terested in producing parts for the Israel-designed air- craft under contract, but they have shied away from investing their own funds in co-production rights. from Bat-Yam arrived in Yamit. The leaders of Te- hiya say that the civil war between Jews should be avoided. They are against the use of force and their aim is to mobilize 10,000 Jews to support the move- ment against the Sinai withdrawal. They admit that if the government uses force against them that de- velopment would be critical. Israel's military forces have proven that they are capable of dealing with this movement. It happened in the Kadesh Barnea region near Yamit. A moshav had already been evacuated. There are minefields in the vicinity and the whole region was proclaimed a closed area. A small group of the movement against the Sinai withdrawal arrived in the area in order to interfere with the water company, Mekorot, efforts to disman- tle a water pipeline. Jewish soldiers evacuated the pro- testers by force and some were arrested. The dismantled pipes will serve new army camps in the Negev. It was the first clash between the army and members of the movement against the Sinai with- drawal. Leaders of the protesters claimed that they had de- cided to leave this area in order to prepare for the real fight against the with- drawal. Some members of the Israeli Cabinet main- tained that all members of the movement who had occupied vacated houses and apartments in northern Sinai should have been evacuated long ago. But Minister for Defense Ariel Sharon and some other members of the Cabinet are of the opinion that the ac- tions against the protesters should be carried out only shortly before April 26.
