Shamir, invited to ad- dress an Israel Bonds dinner here last week, spoke at a press conference for correspondents assigned to the UN in Geneva. He noted that the Arab states had their organization, as did the Eastern bloc coun- tries, and claimed it was time the democratic nations had one, too. According to Shamir, the UN, founded to maintain peace in the world, has erased that task from its agenda thanks to the auto- matic majority which, he claimed, has made the world organization an in- strument against the demo- cratic world in general and Israel in particular. Meanwhile, Rep. Benja- min Rosenthal (D-NY) has warned United Nations Secretary General Javier Perez de Cuellar that the recent censure of Israel by the General Assembly has "critically jeopardized" American support for theUN, particularly among longtime supporters of the world body. Boris Smolar's `Between You . . . and Me' Editor-in-Chief Emeritus, JTA (Copyright 1982, JTA, Inc.) JEWISH MOODS: Jews in this country — like some other segments of the population — are not generally happy with major policies of President Reagan. However, there are conservative intellectual elements in American Jewry who urge Jews to support these policies. They be- lieve that when the programs of the Reagan Adminsitra- tion will be realized, they will bring beneficial results for the country as a whole, as well as for minorities, including Jews. This belief has nothing to do with Reagan's policy with regard to the Arab-Israeli problem. On this issue there is almost unanimity in the American Jewish community that Reagan's policy is built more under influence of Saudi Arabia than on his friendly feelings for Israel. The general negative attitude of the great majority of Jews concerns primarily domestic issues — Reagan's stand on economic and social problems. A feeling of fear is noted among Jewish leaders that some of Reagan's social and economic programs may bring about anti-Jewish sentiments among many who will suffer from these programs. When people lose jobs, when inflation rises, when those depending on social welfare have their aid reduced as a result of government policy, they usually get into a mood of looking for scapegoats. And Jews are traditionally the scapegoats when something is not going well in a country. Intergroup antagonism is especially anticipated by Jewish leaders as a result of the shifting by the Reagan Administration of federal social program responsibilities to the states. The move will hurt blacks, Spanish-speaking minorities and, of course, needy Jews. Competition for a better share in reduced budgets for social welfare will heighten tensions. Social unrest, which Jewish leaders fear most, is not excluded. Defector Claims Red Brigade Arms Were Supplied by PLO ROME (JTA) — Antonio Savasta, a Red Brigade de- fector, has stated under in- terrogation that the Pales- tine Liberation Organiza- tion provided the Red Brigade with arms and exp- losives while officially con- demning that Italian ter- rorist organization and dis- claiming any connection with it. According to Savasta, the Red Brigade's military chief, Mario Moretti, ar- rested in Milan last year, reached an accord with the PLO whereby the weapons smuggled into Italy would be split between Palesti- nians there and Red Brigade cells. Savasta said he helped Moretti unload arms smug- gled into Italy from Leba- non in 1979 and 1980 aboard a private yacht, the- Papago, owned by Dr. Mas- simo Ghidoni, a psychiatrist in Ancona. Although other captured Red Brigade terrorists, such as Patrizio Peci, have impli- cated the PLO in the past, the widely held belief here has been that it was not the PLO but certain "ex- tremist" groups, mainly the Popular Front for the Lib- eration of Palestine, which supplied the Red Brigade with arms. The PLO propa- gated that notion and fer- vidly denied involvement with terrorists active in "friendly" European coun- tries.
