THE DETROIT JEWISH NEWS 12 Friday, February 26, 1982 Ida Nudel's Release Expected in March NEW YORK (JTA) — Soviet Jewish Prisoner of Conscience Ida Nudel is scheduled to be released next month, after having spent four years in harsh exile in a remote Siberian village, it was reported here by the Greater New York Conference on Soviet Jewry. Ms. Nudel, who will be 51 on April 27, first applied for an emigration visa to Israel in 1971. Ms. Schnur added: "It is crucial that we com- municate with the Soviets, and insist that Ida be given permission to go to Israel at once." She suggested contacting Secretary of State Ale- xander Haig at the State Department in Washing- ton, D.C., and to Soviet Ambassador Anatoly Dobrynin at the Embassy of the USSR, 1125 16th St., Washington, D.C. 20036. In 1978, Mrs. Nudel hung a banner from her Moscow apartment window which stated, "KBG, give me my visa." When agents tore down her banner, she replaced it with others, and finally with a cloth bearing the Star of David. For this, she was arrested, imprisoned and sent into exile — on charges of malicious hooliganism. Her stalwart support of prisoners of con- science, despite all risks, earned her the name "Guardian Angel" long be- fore her own exile. In Jerusalem President Yitzhak Navon was asked in an appeal from 13 Jewish scholars in Moscow to mobilize world support fo- themselves and several hundred of their colleagues who want to immigrate to Israel but have been denied exit visas by the Soviet authorities. A letter sent to Navon said that 40 Jewish pro- fessors and more than 300 Jews with PhD de- grees had applied to leave the USSR last year. As a result, they were fired from their jobs and were barred from doing research in their fields. Meanwhile, at their re- cent convention in Atlanta, Ga., the members of the Alpha Omega Dental Fraternity campaigned for the release of Dr. Mark Nashpitz, a Soviet Jewish refusnik who has been de- nied an exit visa. She is presently listed in critical condition and is hospitalized. The Ovsishchers have been struggling for exit visas since 1972. Their daughter, Tatiana, lives in Israel. In a related develop- ment, Soviet Jews must overcome a • virtual crazy-quilt of Catch-22 regulations and dozens of other discouragingly menacing obstacles if they hope to succeed in leaving their homeland for Israel. This is made clear in a guide written anonymously by a Jew who remains in the Soviet Union and published by the International Coun- cil of Bnai Brith. Formally titled "Hot to Emigrate to Israel From the USSR," it has also been pub- lished and distributed as a samizdat (underground) document by Hebrew Uni- versity in Jerusalem. The extremely inform- ative guide leads would- be-emigrants step by step over and around the pitfalls and traps that make up the "official" Soviet procedure for emigration. Probably the worst of all pitfalls is not even an "official" procedure; it is that applicants are vul- nerable to the whims of even the lowliest — and frequently jealous anti- Semitic — clerk. And because pitfalls and traps are everywhere, the author exhorts would-be emigrants to remain op- timistic and cheerful; he even heads the final sub- chapter "Don't Lose Heart!" By providing concrete ad- vice on-how to emigrate, the guide attempts to resolve the problem of government secrecy on the issue. "It is meant for those who have already taken the decision to emigrate to Israel from the USSR" and not as a stimulus for agitation, the author states. The author urges appli- cants to demand substanti- ation for any refusal in the application process. And "if you are accused of commit- ting an antisocial act, treason or betrayal, protest; go as far as bringing a court case," he said, suggesting letters of complaint and ap- peal to officials on all levels, to newspapers, heads of state "and anybody else who seems suitable." For those who may not be aware of economic and so- cial conditions in Israel, the guide tells what emigrants can expect, including the possibility of further strife between Israel and its Arab neighbors and the require- ment for military service.
