'Federal Ban on Abortions
Conflicts With Halakha'

American Jewish women
will be prohibited from ob-
serving Jewish religious
law (Halakha) on abortion,
which permits termination
of pregnancy under some
conditions, if Congress
passes the pending "Human
Life" constitutional
amendment and it becomes
part of the Constitution, or
approves a similar federal
law, according to an
analysis in "Lilith," the in-
dependent publication of
the Jewish feminist move-
ment.
According to the analysis,
such legislation, which
would make abortion a fed-
eral crime would be a viola-
tion of the constitutional
requirement of separation
of church and state.
These points are made
in an article on "The
Jewish Stake in Abortion
Rights," by Annette
Damn, coordinator of the
interreligious affairs de-
partment of the Union of
American Hebrew Con-
gregations, the associa-
tion of Reform
synagogues.
Ms. Daum asserted that
"most of the proposed anti-
choice legislation runs di-
rectly contrary to the letter
and spirit of Jewish Law,"
which. she said does not re-
gard abortion as murder.
She declared that Jewish
law regards the fetus as
"potential life" only and re-
gards its claims as secon-
dary to those of the woman
carrying it. She added that
while there is a divergence
of opinion over circum-

Herald, David Horowitz,
says the Israeli delegation
at the UN is far more com-
fortable with the new
Secretary-General, Javier
Peres de Cuellar of Peru,
than it was the Kurt Wal-
dheim of Austria.
In answer to a question,
De Cuellar told Horowitz
that it was possible that he
could be descended from
Marrano Jews. "Hundreds
of thousands of Catholics in
Latin America are known to
be descendants of escapees
from the Spanish Inquisi-
tion," De Cuellar said.
