Israel's low incidence of violent crime was the sub- ject of a recent article by Douglas Watson in the Bal- timore Sun. The story, which cited statistics com- paring the crime rate in Is- rael with the crime rate in Detroit, was reprinted by the Detroit Free Press. Israel, with a population nearly four times the size of Detroit, according to thear- ticle, reported only 80 homicides during 1980 while Detroit recorded 547. There were 1,313 rapes in Detroit during 1980 and 190 in Israel; Detroit reported 13,429 robberies for the year compared with 209 in Israel. The article attributed Is- rael's low crime rate to sev- eral factors. "The strength of the Jewish family, united by close personal ties and religious traditions," was one reason given. The nation's youthful idealism was also cited as a factor. In 1950, two years after the country was founded, police recorded 50 mur- ders and 201 robberies. Ten years later, in 1960, the figures had dropped to 26 murders and 46 robberies. Other factors responsible for keeping crime down in- clude a stringent gun con- trol law. Handguns are not available to the average citizen in Israel. Most stolen weapons for sale, police say, are rifles pilfered from the army. Despite the relatively low crime rate, police report that crime is rising steadily. The 80 murders reported in 1980 were nearly double the number in 1975. Robberies and other violent crimes have more than doubled in the last five years. Police report an increase in the number of juvenile of- fenses. Six years ago, less than line-third of burglaries and thefts were attributed to juveniles, but two years ago, they were responsible for more than half of such property crimes, according to the article.
