Completes Debt Plan NEW YORK — Yeshiva University concluded its debt-restructuring plan this week with the payment of $15 million to various com- mercial and savings banks. This week's installment was the final payment in the $35 million plan, which went into effect in July of 1980. The plan calls for the banks to discharge an addi- tional $61 million owed by the university. With the completion of e debt-restructuring program, the university will institute a six-point program aimed at the strengthening the school's role as one of the country's foremost reli- giously oriented univer- sities. According to the account published last week in the Zurich daily, Tageseintziger, the Israeli flight instructors flew joint training missions with Jerusalem Plan Alarms the Arabs JERUSALEM (JTA)— A master plan establishing zoning and building limita- tions in the area round Jerusalem has alarmed Arab residents who fear that the new regulations are intended to facilitate widespread Jewish settle- ment activity. The plan, covering the area from Ramallah north of Jerusalem to Bethlehem in the south, has been ap- proved by the Judaea- Samaria Supreme Planning Council. It will be published shortly in Arabic transla- tion. Sources said the plan took into account existing Jewish settlements but had nothing to do with future settlement plans. They said the main purpose was to provide adequate municipal services and preserve ag- ricultural land. The East Jerusalem newspaper Al- Fajr said, however, that the "special areas" designated on a map accompanying the plan are intended for further Jewish settlement, especially the area near Bethlehem. a. The Defense Ministry approved the arrange- ment but failed to inform the Foreign Ministry or the foreign affairs com- mittee of Parliament. The matter was raised in Parliament where Socialist deputies demanded an end of any military links with Israel on grounds that Is- rael was technically in a state of war. The Defense Ministry ex- plained at its press confer- ence that Swiss instructors wanted to learn from the Is- raelis' experience with Mir- ages and noted that Israel and Switzerland are similar topographically. The ministry stressed that Swiss pilots accom- panied the Israelis on Mir- age flights so there was no question of Israeli military flyers being allowed to roam Swiss air space alone. Druze Protest Hurts Police TEL AVIV (JTA) — Sev- eral policemen were injured when Druze supporters of Sheikh Jabba Muadi demonstrated violently out- side the Jerusalem district court building when the three sons of the sheikh were sentenced to life im- prisonment for the murder of Bedouin Sheikh Knesset member Abu Rabiya in January 1981. Muadi headed a small Arab party associated with the Labor Party. The demonstrators out- side the courtroom -and Muadi supporters inside shouted that Israeli justice was now proved dead by the court's-verdict. But the fam- ily of the slain man, who was shot to death while sit- ting inside his car outside the Jerusalem Holyland Hotel, said they were pleased by this evidence of fair justice in Israel. Tension outside the court grew as the bench spent 2 1/2 hours reading the findings. The family of the accused said they would lodge an appeal with the Supreme Court. Disputed Policy WASHINGTON (JTA) — The State Department reit- erated over the weekend that the United States con- siders the establishment of Jewish settlements on the West Bank as "unhelpful and detrimental" to the peace process. Deputy spokesman Alan Romberg, however, refused to expand on his statement when he was asked about a report that Premier Menahem Begin had reas- serted to Secretary of State Alexander Haig Israel's be- lief in its right to establish settlements.
