Economist Steven Plant of the Technion says Israel has developed what is prob- ably the world's most sophisticated system of water collection, conserva- tion, and transportation. At the same time Israel has been at the forefront of sci- entific innovation in ag- riculture. Israel has been the supplier of advanced ag- riculture technology to many of the world's dry areas, including America and several countries without diplomatic rela- tions with Israel. Israel supplies 85 percent of its domestic agricultural consumption, and is one of the few countries out- side North America that is a major exporter of both agricultural output and industrial products. Between 1952 and 1968, the growth of agricultural output per capita in Israel was the highest in the world. In milk and cotton, Israeli productivity is the world's highest, according to Plant.
