Arabs Suffer Setback at UN
on Resolution on Golan Heights

UNITED NATIONS
(JTA) — The U.S. veto on
Wednesday of sanctions
against Israel for annexa-
tion of the Golan Heights
was a major defeat for the
Arabs. The Security Coun-
cil was to have voted on a
Jordanian draft resolution
last Friday, but the meeting
s abruptly canceled at
4111P rdan's request because,
according to observers, the
measure did not hive the
nine votes needed for adop-
tion by the 15-member
council.
The key factor in the deci-
sion to postpone a vote,
sources said, was Panama's
move to reverse its position.
Without Panama, the Jor-
danian measure would have
received support of only
eight Council members —
China, Guyana, Jordan, Po-
land, the Soviet Union,
Spain, Togo and Uganda.
Even if the resolution had
obtained nine votes, the
draft was believed certain to
be vetoed by the United
States and possibly Britain
and France. Without the re-
quired minimum of nine af-
firmative votes the resolu-
tion could not be adopted
and the negative votes of
the big powers would not
count as vetoes. This,. ac-
cording to observers, would,
have provided Israel with
an unintended victory.
The council unanimously
demanded last month that
Israel rescind its decision to
apply its laws and jurisdic-
tion to the Golan Heights,
captured from Syria in the
1967 Six-Day War, and
threatened "appropriate
measures" by Jan. 6 if Israel
failed to do so.

SCLC Denies -
Arafat Invite

WASHINGTON (JTA) —
The Southern Christian
Leadership Conference
(SCLC) denied Tuesday
that it has extended an invi-
tation to Palestine Libera-
tion- Organization chief
Yasir Arafat to visit the
United States.
A report in the Saudi
Arabian English-language
daily, Saudi Arabian Daily
News, quoted Arafat as say-
ing he had been invited to
the U.S. by the SCLC in At-
lanta and would accept the
invitation from the Ameri-
. i civil rights group. Ac-
ding to the report from
ddah, Arafat said he
wanted to speak to the
American people about
peace in the Middle East.
He did not say how he
would obtain a visa. Arafat
visited New York in 1974 to
address the UN General As-
sembly for which he did not
require an American visa.
He was restricted to an area
in the general vicinity of
UN headquarters.

Syria announced this
week that it will enter into a
new arms agreement with
the Soviet Union and wants
to spend $3.2 billion a year,
financed by the Arab world,
until it reaches military
parity with Israel. The kind

Gromyko denounced Is-
rael's annexation of the
Golan Heights and said U.S.
policy increased tension in
the Middle East was aimed
at expanding the U.S.
