16 Friday, January 1, 1982 THE DETROIT JEWISH NEWS Jerry Ford Gave Israel Tacit Approval on Golan TEL AVIV (JTA) — Is- rael claimed last week that its retention of the Golan Heights had at least the tacit approval of a previous American Administration. Foreign Ministry sources said that Premier Menahem Begin had shown a note to that effect to President Car- ter from his predecessor, President Ford, to the then Israeli Premier, Yitzhak Rabin. According to the sources, Ford said the U.S. would understand an Israeli re- fusal to withdraw from the entire Golan Heights. Israeli Film Festival in NY Rabin last week would not confirm the details. But he said that both as Ambassador to Washington and as Prime Minister he had conver- sations with American officials to assure Israel greater freedom of action in talks on the future of the Golan Heights. Rabin said the Americans obviously did not mean that Israel could hold on to the entire Golan area. He said the law adopted by the Knesset Dec. 14 had not "helped the situation." CHARGE NEW YORK (JTA) — The first Israeli film festival in New York will open next month, presenting Ameri- can viewers with the latest achievements of the grow- ing movie industry in Is- rael. From Jan. 13-21, 12 fea- ture films — comedies, dramas and musicals — will be shown at the Manhattan I Theater on the East Side and the Continental Thea- ter in Forest Hills, Queens. The organizers of the fes- tival expect at least 25,000 viewers to participate in the event. The festival is spon- sored by the Israel Trade Center in Jerusalem and the Fund for Quality Films in Tel Aviv. The fes- tival is produced by In- ternational Film Festival Productions (IFFP). "The main purpose of the festival is to create a steady market for Israeli films," according to Meir Fenigs- tein, executive director of IFFP. According to Amir Malin, who is the partner of Fenigstein, Israel produces every year eight to 10 films, most of them light com- edies. "But recently, the trend in the Israeli movie indis- try is toward the small budgeted artistic drama," Malin con- tended, comparing the present state of the Is- raeli film industry to that of Australia five years ago. Malin said that the aver- age budget of an Israeli fea- ture film is between $300,000 and $400,000. According to Fenigstein and Malin, the highlight of the festival will be the New York premiere of director Mira Racanati's drama, "A Thousand Little Kisses." Ms. Racanati, 31, who is regarded as Israel's most promising young film direc- tor, is expected to attend the opening of her film, the story of two generations of women and the way they react to the death of a hus- band and father. The film is currently under considera- tion for nomination in the best foreign film category for the 1g81 Academy Awards. Other new films, not shown previously in New York, are "An Intimate Story," by director Nadav Levitan, a drama about the breakup of a marriage; "Re- peat Dive," directed by Shimon Dotan, the story of a naval commando mission; and the comedy "Lemon Popsicle • (2)" directed by Boaz Davidson. "The Thin Line," Mic- hal Bat Adam's drama, and the "Troupe," a mus- ical comedy by Avi Nesher, which were re- cently shown here and were warmly received by critics and audiences alike, will also be shown during the festival. Organizers of the festival said they hoped to extend the Israeli film festival to other major cities across•he United States. ORT and JDC Celebrate Pact at NY Parley NEW YORK — The ag- reement which was signed 35 years ago by ORT (Or- ganization for Rehabilita- tion through Training) and the JDC (Joint Distribution Committee), will be com- memorated at the National Conference of the American ORT Federation, Jan. 22-24 at the Sheraton Center in New York. ORT receives an annual allocation from the JDC that helps ORT to maintain schools and training prog- rams for some 100,000 men, women and children, in 26 countries. Dr. Conrad Giles, presi- dent of Detroit Men's ORT and David Hermelin, chairman of the national organization committee, will represent Detroit at the conference. Venezuelan Official Upset With Golan Heights Move JERUSALEM (JTA) — Dr. Rafael Caldera of Ven- ezuela, President of the Inter-Parliamentary Union who is visiting Israel as a guest of the Knesset, ex- pressed disappointment with Israel's annexation of the Golan Heights at a press conference last week. The Union represents about 100 parliamentary bodies of Western and Eastern bloc nations. . Referring to a conversa- tion with Foreign Minister Yitzhak Shamir, Caldera said: "I considered myself obliged to express my feel- ing that that step (annexa- tion) was not the best and that it did not assist ad- vancement of the peace pro- cess." With respect to the fu- ture of Jerusalem, he said: "I understand the feeling of the people of Israel toward Jerusalem, but it is a very difficult question." Noting that the Palestine Liberation Organization had attended the sessions of the Inter-Parliamentary Union as observers, Caldera explained that the invita- tion was extended before his election to head that body. Although the PLO enjoys official status in some Latin American countries, this is not the case in Venezuela, he said. Israel, Egypt OK Border Plan for Airplanes . TEL AVIV — Egypt and Israel have agreed on plans to coordinate aircraft con- trol across their border fol- lowing the Israeli with- drawal from Sinai in April. The agreement provides for traffic control between the towers of the Israeli air force base at Etzion, which the Egyptians will inherit and the civilian Israeli air- port atEilat.The agreement also allows the use of one another's airspace.
