Percy Sees New Beginning' in Historic U.S.-Israeli Friendship

the Iraqi nuclear reactor

fices in Beirut.
Percy urged the Israelis
to exercise restraint in the
face of possible PLO provo-
cations in south Lebanon to
that the six-month-old
ceasefire there, engineered
by the U.S., does not become
eroded.
Percy met separately
with Premier Menahem

JERUSALEM (JTA) —
Sen. Charles Percy (R-I11.),
chairman of the Senate
Foreign Relations Coihmit-
tee, was critical of Israel's
Golan annexation law dur-
ing his talks in Israel this
week. He told Foreign
Minister Yitzhak Shamir
that the U.S. was especially
upset at Israel's failure to
consult or even inform
Washington before • the
move was made. He referred
to two earlier such
"surprises": the bombing of

derstandings were cleared
up during his meeting with
Begin. "I hope it will
characterize the new spirit,
the new beginning that we
are going to make in this
special friendship between
the U.S. and Israel," Percy
said.
In a meeting with Labor
opposition leader Shimon
Peres, Percy. was quoted as
having said that Israel-U.S.
relations had sunk to a low
unsurpassed since the Sinai
crisis of 1956. Something
needed to be done to break

the "vicious circle" of
plummeting relations bet-
ween the two countries,
Percy said.
In his meeting with
Shamir the Senator met
with a vigorous defense of
Israel's actions. In all three
cases of ostensible "sur-
prises" Israel moved to pro-
tect its national defense in-
terests, the Foreign Minis-
ter contended. Shamir
stressed Syrian intransi-
gence and the strategic as-
pect of Israel's hold on the
Golan Heights.
He spoke out against the
U.S. system of "punishing"
Israel whenever there was a
difference of opinion.
Shamir noted that Is-
, raelis were naturally ap-
prehensive as to the future
of the peace process after
the final Sinai evacuation
next April. He cited the on-
going violence in Yamit as
testimony to the "very
heavy price" Israel was pay-
ing for the peace treaty with
Egypt.
Percy also met with ex-
Defense Minister Ezer
Weizman, now a private
businessman. Weizman told
an army radio reporter that
he had sought to navigate a
course "in my little plane
between big black clouds."
He had not wanted to attack
the Israeli government too
forcefully in a conversation
with a foreign statesman,
but at the • same time he
could not support the gov-
ernment's actions.
Visting the Lebanon bor-

JERUSALEM (JTA) —
The Interior Ministry said
last week that Druze on the
annexed Golan Heights will
not be forced to carry Israeli
identity cards, at least for
the time being. -
"Things will be done
gradually and reasonably,"
Haim Kubersky, director
general at the ministry, told
Israel Radio.
Israel's pressue on the
14,000 Golan Druze, most of
whom regard theniselves as
Syrian citizens, to accept Is-
raeli ID cards, raised ten-
sions in the territory. The
Druze, a non-Arab Moslem
sect, held a four-day general
strike and imposed religi-
our sanctions.
Kubersky said that for
the present ID cards issued
by the Military Govern-
ment would be valid for
Druze.
