Arens Sees Little Value in Cancelled Agreement Home for Aged Re-Elects Fleischman for Third Term TEL AVIV (JTA) — Moshe Arens, chairman of the Knesset Foreign Affairs and Security Committee, said Tuesday it made no basic difference whether the U.S.-Israel memorandum of understanding on strategic cooperation was cancelled or suspended as in actual fact its terms were not being implemented. Arens is slated to become Israel's Ambassador to the U.S. in January. In an interview on Israel Radio he said, "It is not an agreement that is in force, obviously, and it is doubtful if it is an agreement which will be in force in the fu- ture." Arens said Israel had entered into the agreement on the assumption it would be to the advantage of both parties.
