The November figure was 5.8 percent, bringing the 12-month total for Novem- ber - to - November to 103.6 percent. But the December - to - December figure may be below 100 percent if the. government succeeds in maintaining the present slight downward trend, these experts said. Based on the November figure, government officials issued tables for cost of liv- ing increments to be paid to all wage and salary earners on their January salaries to cover the October. - to - De- cember quarter. The report shows how the Protocols continue "to be peddled as if they were his- torical truth." The report reveals that in Britain the Protocols fig- ured in the November 1980 booklist of the New Na- tional Front, where they were commended as "a world-famous report of a Jewish meeting at which a blueprint was laid to control the world." The League of St. George and the British Movement recommend the work as "more relev- ant than ever before." LAWRENCE M. In America, it is distrib- uted mainly by the National States Rights Party, while in Latin America it appears from time to time and belief in its contents is "remark- ably widespread." The Protocols have long been popular in the Arab world as a weapon in the propaganda war against Is- rael. In the Soviet Union, the position is more com- plex, as anti-Semitism is of- ficially not permitted. How- ever, "that does not mean that the theme of the Pro- tocols does not appear in the USSR," the report says. In the new form of Soviet anti-Semitism, conveniently called anti-Zionism, the same message resurfaces in various forms of parap- hrase. For example, the "Zionist ideal" of "ruling the whole earth from Jerusalem" is said to "coincide with the fascist aspiration for world domination." The IJA report concludes that the continued popular- ity of the Protocols indicates that "psychological anti- Semitism remains a major problem. Arab, Jewish Students Clash . JERUSALEM (JTA) — Hundreds of Jewish and Arab students clashed Sun- day at the Mt. Scopus cam- pus of the Hebrew Univer- sity. Five stilents, three Arabs and two Jews, were hospitalized for treatment. Police held one Arab stu- dent suspected of attacking a Jewish student with a knife. The tension between Jews and Arabs on the cam- pus — always high — esca- lated last week after Israel annexed the Golan Heights. The clash Sunday was triggered by an argument over the loud playing of music in the student dor- mitories. Leaders of the National Student Union ac- cused three Arab students of starting the fight and demanded that they be sus- pended. The student leaders warned they would launch a general strike in the coun- try's universities if this was not done. But, Arab and Jewish lef- tist students demonstrated on the campus demanding that Yisrael Katz, head of the Hebrew University Student Association, be charged with participating in the violence and sus- pended until the matter is investigated. More indicative and much more worrying to the Histadrut, said Meshel, was the unemployment figure: November showed a 14 per- cent rise in the number of unemployed over the prev- ious month. Some 40,000 people sought work at labor exchanges during that month, the highest for the whole of 1981.
